the start date as long as the individual provides the campus Student Information Assistant or Director of <br />Nursing Programs a certificate of eligibility for entitlement to educational assistance under Chapter 31 or 33 <br />and ending on the earlier of the following dates: <br />The date on which payment from VA is made to the institution. <br />g0 days after the date the institution certified tuition and fees following the receipt of the certificate of <br />eligibility. <br />NOCROP will not impose any penalty, including the assessment of late fees, the denial of access to classes, <br />libraries, or other institutional facilities, or the requirement that a covered individual borrows additional funds, <br />on any covered individual because of the individual's inability to meet his or her financial obligations to the <br />institution due to the delayed disbursement funding from VA under Chapter 31 or 33. <br />Note that this policy applies to the portion of tuition and fees -expected to be paid for the program or course <br />under Chapter 31 or 33. Covered individuals whose educational assistance eligibility under Chapter 31 or 33 <br />is less than the full amount billed for tuition and required fees may be required to remit payment or make other <br />satisfactory arrangements to pay the difference between the amount of the student's financial obligation and <br />the amount of the expected VA education benefit disbursement. <br />*For purposes of this disclosure, a covered individual is any enrolled student who is entitled to educational <br />assistance under Chapter 31, Veteran Vocational Rehabilitation and Employment, or Chapter 33, Post-9/11 <br />**GI Bill® benefits. <br />**GI Bill® is a registered trademark of the U.S. Department of Veterans Affairs (VA). More information about <br />education benefits offered by VA is available at the official U.S. government Web site at <br />https://www.benefits.va.gov/gibill." <br />Uniform Complaint Procedures <br />Board Policy 1312.3 <br />Community Relations <br />The Governing Board recognizes that ROP has the primary responsibility to ensure compliance with applicable <br />state and federal laws and regulations governing educational programs. ROP shall investigate and seek to <br />resolve any complaints alleging failure to comply with such laws and/or alleging unlawful discrimination, <br />harassment, intimidation, or bullying in accordance with the uniform complaint procedures. The Superintendent <br />or designee shall develop regulations which permit the public to submit complaints against ROP employees in <br />an appropriate way. These regulations shall protect the rights of involved parties. The Board may serve as an <br />appeals body if the complaint is not resolved. The Board encourages the early, informal resolution of complaints <br />at the site level whenever possible. To resolve complaints which may require a more formal process, the Board <br />adopts the uniform system of complaint processes specified in 5 CCR 4600-4670 and the accompanying <br />administrative regulation. <br />ROP shall use the uniform complaint procedures to resolve any complaint alleging unlawful discrimination, <br />harassment, intimidation, or bullying in ROP programs and activities based on actual or perceived characteristics <br />of race or ethnicity, color, ancestry, nationality, national origin, immigration status, ethnic group identification, <br />age, religion, marital, pregnancy, parental status, physical or mental disability, sex, sexual orientation, gender, <br />gender identity, gender expression, or genetic information, or any other characteristic identified in Education <br />Code 200 or 220, Penal Code 422.55, or Government Code 11135, or based on association with a person or <br />group with one or more of these actual or perceived characteristics. Complaints related to sufficiency of textbooks <br />or instructional materials, emergency or urgent facilities conditions that pose a threat to the health or safety of <br />students or staff, and teacher vacancies and misassignments shall be investigated pursuant to the ROP's <br />Williams uniform complaint procedure (AR 1312.4). <br />24 <br />
