City of Santa Ana Emergency Operations Plan <br />Part I Basic Plan <br />convenient "one -stop shop" for those impacted by the disaster so they can access recovery assistance and/or <br />referrals to other programs and assistance that may not be represented. Federal agencies may also provide <br />representatives who can provide information regarding Federal disaster assistance programs. <br />Consideration and services for people with disabilities and those with access and functional needs should <br />be incorporated into LAC sites, including the following: <br />• Compatibility with Occupational Safety and Health Administration (OSHA) requirements. <br />• Compatibility with the Americans with Disabilities Act requirements. <br />• Close proximity to individuals and families affected by the disaster. <br />• Convenient access by public transportation. <br />• Secured, lighted parking areas and walkways. <br />• Multilingual, pictograph and large -print signs. <br />• Materials and forms to be available in alternate language formats, including large print, braille, <br />audio, and electronic. <br />When applications need to be completed onsite, procedures should be in place to assist people with <br />disabilities or access and functional needs, including reading of materials and filling out forms. <br />5.6 Damage Assessments <br />Damage assessment is a crucial function serving critical needs in both the response to and recovery from <br />disaster events. A thorough and accurate assessment of losses and damages incurred serves two primary <br />purposes. First, damage assessment provides the EOC and City leaders with information necessary to set <br />priorities, establish objectives, and acquire and allocate resources to most effectively and efficiently respond <br />and recover. Second, damage assessment documentation provides the primary basis for requesting State <br />and Federal resources and financial assistance, for the City and for residents and businesses. <br />Two City Departments have responsibility for performing damage assessments. First, the Public Works <br />Agency has primary responsibility for assessing damages to public infrastructure, including streets and <br />roadways, water and sewer systems, flood control channels and storm drains, and other City -owned public <br />infrastructure systems, and for assessing damages to all City -owned buildings and properties that are not <br />part of public infrastructure systems. Other City Departments may be enlisted to assess their own properties. <br />Second, the Planning and Building Agency has primary responsibility for damage assessments to all <br />privately -owned properties and structures, including all residential and commercial properties. <br />Damage assessments for structures and properties in the City that are owned by another governmental <br />entity, including Santa Ana Unified School District, Rancho Santiago Community College District, the <br />County of Orange, State of California or United States, are the responsibility of that governmental entity. <br />However, the City may be asked to provide mutual aid assistance toward those agencies' damage <br />assessment processes, and the results of all damage assessments should be shared since the results may <br />affect City plans, objectives and resources. <br />Damage assessment results are tabulated and documented in the City EOC. Specifically, the EOC Planning <br />& Intelligence Section will depend on these results to prepare objectives, action plans, resource requests <br />and situation reports. The EOC Finance & Administration Section will depend on these results to prepare <br />Cost Accounting summaries and prepare Cost Recovery applications and documentation. These results may <br />also affect the EOC Operations Section's implementation of plans and objectives and the EOC Logistics <br />Sections fulfilling of resource requests. <br />167 <br />
