Said lines followlng sma-
what the course of incomplete alleys within the area
by Fourth Street, Ross Street, Fifth Street and French

These sewer lines were built many years ago, (about 1890)
and business buildings facing on Fourth Street have been
structed, which buildings lie over the said sewer lines
or through which the sewer lines run. These-sewer lines
have been in service for such a long period that they may
break at any time, which event might ca~ e serious damage
to property and gravely Jeopardize the public health.. In
view of the fact that the sewer lines above mentioned,
constitute s danger to property and a menace to public
health they are and are hereby declared a nuisance (Section
~0 of the Penal C~de of the State of California) and are
hereby condemned.

It is urged that the B~rd of Trustees ta~e i-mediate steps
to discontinue these lines from further use, and houses er
buildings having sewer connections emptying into t~em be ~.~
connected with accepted city sewers as sre cified in Section
2~ of Ordinance number ?~1 of the city of Santa Ans.
(Signed} J.
