Fire <br /> <br />Chiefm. <br /> <br />On motion of Trustee Smith, seconded by La~vton and carried, <br /> <br />the resolution of the Home Owned Business Asso~ation and <br /> <br />petition of residents urging legislation eliminating the dis- <br /> <br />tribution of free advertising, was received and filed. <br /> <br />On motion of Trustee Smith, seconded by Penn and carried, <br /> <br />the communication of the Los Angeles County 1939 Admission <br /> <br />Day Committee expressing appreciation for the cooperation <br /> <br />given in making the Admission Day celebration a success, was <br /> <br />received and filed. <br /> <br />On motion of Trustee Smith, seconded by Penn and carried, the <br /> <br />applications of electrical contractors to hang electric signs <br /> <br />at Beckett's Beauty Salon at 309 N. Main Street and at United <br /> <br />Automotive Service, 102 S. Main Street, were granted under <br /> <br />the supervision of the Electrical Inspector. <br /> <br />On motion of Trustee Penn, seconied by Bruns and carried, <br /> <br />W. A. Kintz was appointed as a Fireman of the City of Santa <br />Ana to bring the quota up to thirty-six men. <br /> <br />For the past several months the Santa Ana Fire Dept. has <br />operated without Assistant Fire Chiefs. Chief Luxembourger, <br />being the only executive officer, has had the entire duties o <br />managing and directing the department, as well as attending <br />to all minor routine matters. <br />In order to improve the efficiency of the department and to <br />provide Chief Luxembourger with experienced assistance, Trus- <br />tee Penn recommended the following re-organization of the <br />officers of the Fire Department. John Garthe and Elmer C. <br />Gates to be promoted to the positions of Assistant Fire Chief <br />Both to serve on an equal rank and pay and their duties to be <br />identical. One to be the Assistant Chief while "A" Battalion <br />are on duty and the other to be the Assistant Chief while <br />Battalion are on duty. Their duties will be to assist the <br />Chief in'the operation and management of the Fire Department <br />to conduct regular fire drills and practices with the men at <br />the various fire stations'with the cooperation of the Captain~ <br />in charge, and during the Chief's absence to act in his <br />capacity and to perform such other duties 'as he may direct. <br />Trustee Penn further recommended that Frank D. Corey be pro- <br />moted to the position of Fire Marshal and Inspector, and that <br />his duties are to investigate the cause of all fire.s; to <br />regularly inspect all buildihgs and structures in Fire Dis- <br />trict No. 1 and to keepa record thereof; to direct and assist <br />the Captains in each of their dSstricts to make regular in- <br />spections of all buildings therein and to keep a record of <br />such inspections as submitted by the Captains; to assist the <br />Chief in compiling records and data pertaining to the opera- <br />tion of the Fire Department, and to perform such other duties <br />as the Chief of the department may direct. <br />Trustee Penn moved that the above recommendation be approved <br />and the contents therein be adopted and put into effect at <br />once, the motion was duly seconded by Bruns and carried. <br /> <br />On motion of Trustee Penn, seconded by Bruns and carried, <br /> <br />the salaries of the Assistant Fire Chiefs were set at $175.00 <br /> <br />per month. <br /> <br />On motion of Trustee Penn, seconded by Bruns and carried, <br /> <br />a 1937 Ford Coupe was ordered purchased from Geo Dunton for <br /> <br />the sum of $578.00 for the use of the Assistant Fire Chiefs. <br /> <br /> <br />
