SECTION ~0 -AOE LIMIT: No person shall receive a certificate of competency as a master rlumber who has not attained the age of twenty-one (21) years or who has not ~ established a place of business in the city of Santa Ans. SECTION 21 - HEG~ T~,TION: The Plumbing Inspector shall not ~ sue a permit to anN person to do any plumbing, drainage or gas fitting work until such person, firm or -~ corporation has registered his or its name and address in a book kept for that purpose in the office of the Plumbing In~ ector. ~ECTION 22 NO P?]~IT ~UIHED FOR: No permit shall be re~ired for repairs necessitated by le~ks in drain, soil, waste or vent pipes, but should any trap, drain, soil pipe, waste or vent pipe be or become bad or defective, and it is necessary to remove or replace with sound material in any part or parts, or if any pl~mblng fixture be dis- connected or removed, a permit must be secured ~nd inspec- tlou made ~s herein provided. SECTION 2~ - HOUSE DISCONNECTED: A plumblug permit shall be required where a house is disconnected from the house sewer for moving or other purposes. All openings in the remaining sewer shall be closed iu an approved manner, and Plumbing Insoector's SECTION a notice of inspection filed in the office. - DEFI~NITION OF TERUmo: Unless another meaning is clearly apparent from the words and phrases, when used in this the meanings hereinafter set out: WASTE PIPE shall be deemed context, the following ordinance, s~all have to meam and include any plpe which receives tbs discharge of any fixture except water closets, and conveys the same to the soll pipe or house drain. ~ IL PIPE shall be deemed to mean and include any pipe which conveys the discharge of water closets with-~ or without other fixtures to the house main drain. HOUSE DRAIN shall be deemed to mean and include that part of the horizontal piping of a house drainage system which receives the discharge of any soil, Waste and other drainage pipes inside the walls of any building, and conveys the same to the house sewer three (Z) feet outside the foundation wall of such building. HOUSE SEV~ER 0~{ ~AI~I DRAIN shall be deemed to mean and ~uclude thmt part of the lori~ntal piping beginning th three (8) feet from the foundation wa~l to its connection with the main sewer or cesspool. VENT PIPE shall be deemed to mean and include any pipe provided' to ventilate a drainage and plumbing system of piping and to prevent siphonage and back pressure. BACK VENT PIPE shall be deemed to meam include that part of a vent pipe line which connects directly with an individual trap underneath or back of fixture, and extends either to a branch, main,-sol], or waste vent.
