South Coast Technology Center Project <br />CEQA Exemption 15183 <br />4.12.2 Project Analysis <br />The Project Site is located in the southwestern portion of the City, and is mapped MRZ-3, like <br />most of the City. While the significance of mineral deposits cannot be determined from available <br />data in areas mapped as MRZ-3, the City does not have mineral resource sectors. The Project <br />Site is not used as a mineral extraction operation, has not historically been used for mineral <br />resource extraction, and the proposed Project would not include any mineral extraction. <br />Therefore, implementation of the proposed Project would not result in the loss of availability of a <br />known mineral resource that would be of value to the region and the residents of the State and <br />would not result in the loss of availability of a locally important mineral resource recovery site <br />delineated on a local General Plan, specific plan, or other land use plan. Therefore, consistent <br />with the General Plan Update, impacts to mineral resources would be less than significant. <br />Based on the above, the Project would not result in new or substantially more severe impacts <br />compared to the determinations of the GPU PEIR, which concluded that impacts to mineral <br />resources would be less than significant. Therefore, no new project -specific mitigation measures <br />are required. <br />4.12.3 Conclusion <br />The Project is consistent with the General Plan Update and would not have any specific effects <br />which are peculiar to the Project or the Project Site. There are no Project specific impacts or <br />potentially significant off -site or cumulative impacts that the GPU PEIR did not analyze, and there <br />are no new significant or substantially more severe impacts to mineral resources than anticipated <br />by the GPU PEIR. <br />4.12.4 Applicable GPU PEIR Regulatory Requirements/Mitigation Measures <br />No GPU PEIR regulatory requirements or mitigation measures apply. <br />4.13 Noise <br />4.13.1 GPU PEIR Findings <br />The GPU PEIR concluded that implementation of the General Plan Update has the potential to <br />result in significant temporary and permanent increases of noise levels throughout the City from <br />construction activities and land use development projects. The General Plan Update included <br />regulations designed to protect new sensitive land uses from excessive noise levels, including <br />GPU PEIR MM N-1, which prescribes measures for construction activities. However, due to the <br />potential for proximity of construction activities to sensitive uses, the number of construction <br />projects occurring simultaneously, and the potential duration of construction activities, the GPU <br />PEIR concluded that construction activities could result in a temporary substantial increase in <br />noise levels above ambient conditions and impacts would remain significant and unavoidable <br />even with mitigation. <br />The GPU PEIR also identified that buildout of the General Plan Update would result in an increase <br />in traffic along local roadways proximate to existing sensitive receptors and could exceed noise <br />standards on several roadway segments. Although policies identified in the General Plan Update <br />Noise Element and Mobility Element would help to minimize and mitigate traffic noise impacts <br />along several roadway segments, the GPU PEIR conservatively concluded that traffic noise <br />increase on the roadway segments would be significant and unavoidable. However, the GPU <br />PEIR also noted that the identification of program -level impacts does not preclude the finding of <br />less -than -significant impacts for subsequent projects analyzed at the project level. <br />July 2024 Page 76 <br />
