The proposed project is likely exempt from CEQA <br />under Class 32: in -Fill Development Projects (CEQA <br />Guidelines Section 15332). The City of Santa Ana would <br />serve as the CEQA Lead Agency. <br />nical Memorandum in Su <br />The Consultant will prepare a technical memorandum <br />substantiating the Categorical Exemption (CE) class. It <br />is anticipated that the proposed project is exempt from <br />CEQA under Class 32 (In -Fill Development Projects). <br />Class 32 consists of projects characterized as in -fill <br />development meeting the conditions described below: <br />(a) The project is consistent with the applicable <br />general plan designation and all applicable general <br />plan policies as welt as with applicable zoning <br />designation and regulations. <br />(b) The proposed development occurs within city <br />Limits on a project site of no more than five acres <br />(c) The project site has no value as habitat for <br />endangered, rare or threatened species. <br />(d) Approval of the project would not result in <br />any significant effects relating to traffic, noise, air <br />quality, or water quality. <br />(e) The site can be adequately served by all <br />required utilities and public services. <br />The memorandum will include substantiating language <br />describing how the proposed project meets conditions <br />(a) through (e) above. In response to condition (c) <br />publicly available information on biological resources <br />at the site will be collected using public databases <br />including California Department of Fish and Wildlife's <br />(CDFW) California Natural Diversity Data Base <br />(CNDDB), California Native Plant Society's Electronic <br />Inventory, range maps for special -status species, the <br />National Wetland Inventory, and other documentation <br />pertinent to the region. The search will identify the <br />approximate locations of known or expected sensitive <br />biological resources and habitats located with respect <br />to the project site. <br />The memorandum will also address exceptions (a) <br />through (f) of CEQA Guideline 15300.2. The exceptions <br />include: <br />(a) <br />Location <br />(b) <br />Cumulative Impact <br />(c) <br />Significant Effect <br />(d) <br />Scenic Highways <br />(e) <br />Hazardous Waste Sites <br />(f) <br />Historical Resources <br />In response to exception (f) a records search at <br />the Eastern Information Center (EIC) located on <br />the University of California, Riverside campus wit[ <br />be performed. The records search will identify the <br />locations and extent of previous surveys conducted <br />within one mile of the project area and wit[ determine if <br />there are any known cultural resources (i.e., prehistoric <br />or historic archaeological sites or historic -period <br />features) located within or near the project area. In <br />addition, the records search wilt identify resources <br />listed on or determined eligible for listing on the <br />National Register of Historic Places (NRHP) and/or <br />the California Register of Historical Resources (CRHR) <br />located within or near the project area. A search of <br />the Sacred Lands File will also be requested from <br />the Native American Heritage Commission (NAHC) <br />in Sacramento. The search will identify any known <br />sensitive or sacred Native American resources located <br />within or near the project area. <br />A paleontological records search and literature review <br />will be conducted with the Western Science Center <br />(WSC). The records search will include a review of <br />known fossil localities in the project vicinity and an <br />assessment of the potential for the project area to <br />contain buried paleontological resources based on <br />geologic maps of the region. A summary letter report <br />will be prepared to document the results of the records <br />search. <br />1.3.2 Air Quality.Study <br />As part of the Technical Memorandum the Consultant <br />will perform short-term emissions modeling for the <br />proposed project using CaIEEMod which would assess <br />potential air quality and greenhouse gas impacts from <br />building demolition.
