Refine the project schedule, based on agreements reached during contract negotiations and <br />on information discussed at the initial meeting, if needed. <br />5. Receive all existing reference and research materials related to the project, the project site <br />and vicinity, including base maps, aerial photographs, and previous environmental <br />documentation for project site and other projects in the vicinity. <br />6. Review of site specific data, conduct a field visit, and review the City CEQA compliance <br />procedures. <br />Task 2: Screencheck Draft EIR <br />MBA will prepare the Screencheck Draft EIR and subunit 15 copies to the City for review. <br />Project ,Description <br />One of the first key actions will be the formulation of a working description for the project and <br />project alternatives. MBA will work closely with the City to prepare a description that articulates <br />the overall objectives of the project. MBA will prepare the project description section of the EIR, <br />based on information provided during project initiation and comments received on the NOP, to <br />include the following: <br />a. Regional and local setting. <br />b. Project history. <br />c. Project objectives of the City. <br />d. Project characteristics and important project features. <br />e. Intended uses of the EIR (as required by Section 15124(d) of the State CEQA Guidelines), <br />including a list of responsible and other agencies expected to use the EIR in decision <br />making, and a list of approvals for which the EIR will be used. <br />Cumulative Projects Identification <br />MBA will describe the reasonably foreseeable projects within a defined study area approved by the <br />City that may result in cumulative impacts associated with the proposed project. MBA will work <br />closely with City staff to ensure that the EIR is prepared at the appropriate level of detail and that <br />pertinent projects are evaluated. It is assumed that the City will provide information on all <br />reasonably City- anticipated projects to MBA so that cumulative projects can be adequately <br />addressed. <br />Cumulative projects may be defined within a specified area around the project site as projects <br />constructed, but not occupied; projects approved, but not constructed; pending projects for which <br />pre -filing or filing of an application with its respective lead agency has occurred; and anticipated or <br />announced projects for which no application has yet been filed with the lead agency. However, it <br />should be noted that the evaluation area for cumulative impacts will vary dependent upon the <br />technical issue to be addressed. For instance, the evaluation area for potential cumulative regional <br />air quality impacts encompasses a much larger area, the South Coast Air Basin.
