City of Santa Ana Proposed Sav-on and Live Work Lofts EIR ATTACHMENT A SCOPE OF WORK Work Program MBA is prepared to take responsibility for the following and assist the City of Santa Ana (heretofore referred to as the City) to the extent presented in the following scope of work. • Project initiation and organization • Community outreach Legal monitoring and review Response to public comments on the Draft EIR • Data compilation • Public meetings and hearing attendance • Impact assessment. _ __._. _.... • Assistance in the coordination between the the City of Santa Ana and the MBA project team • Development of mitigation measures • Preparation of the findings of fact and statement of overriding considerations • Report compilation and distribution • Preparation of a mitigation monitoring and reporting program Report format and content will be in full compliance with CEQA and the City. CEQA compliance procedures. EIR organization will include existing conditions, impacts, and mitigation measures discussions addressing topical issues. Text will be supplemented with graphics and summary tables to present information in a concise and easily understood format. The proposed scope of work that follows has been organized into major tasks. Refinements to the scope of work, budget, and project schedule will be discussed during the initial task, if needed. Task 1: Project Initiation MBA project manager will meet with the City for the purpose of obtaining information necessary for preparation of complete project and alternatives descriptions, establishing early communication among various project team members, and familiarizing MBA with the issues and concerns identified for analysis. To facilitate this process MBA will: 1. Attend an initial orientation meeting with City staff to review the proposed project scope of work and to determine which elements will be included in descriptions of the project and alternatives to the proposed project. 2. Receive complete project information, approved by the City, which will be used to develop an EIR project description. Information will include project objectives (including those of the City), land use data and statistical summary, and graphics, 3. Receive alternative site criteria, conceptual site plans, land use data, and narrative program descriptions of project alternatives, from the City, that are sufficient to develop the EIR description of project alternatives.
