SECTION VI <br />ta <br />www.FinanceDTA.com <br />O Transportation <br />ADDITIONAL COMMUNITY <br />BENEFITS TO THE CITY <br />The Project is consistent with the land uses in the Regional Transportation Plan/Sustainable <br />Communities Strategy monitored by the OCTA, which assumed the site would be <br />constructed as an urban mixed -use development that would reduce VMT. Connect SoCal <br />recognizes that development within Priority Growth Areas supports mode shift and <br />shortened trip distances. The Project site is located within an identified Priority Growth <br />Area in which urban development can contribute to reduced VMT and associated emissions. <br />Priority Growth Areas are located close to existing or proposed public transit facilities and <br />are specified for new homes, jobs, and community amenities. They are designed to allow <br />residents to live car -free or car -light. <br />The development of the Project will provide sufficient local -serving and destination retail <br />uses, residential opportunities, workplaces, and entertainment amenities within a <br />centralized commercial core to enable residents and shoppers to reduce reliance on <br />vehicular travel. Currently, there are six existing bus stops present on the Specific Plan area <br />frontage. Roadways adjacent to community spaces, next to commercial corridors, or within <br />heavily residential areas of the planning area will incorporate traffic -calming measures such <br />as striping, paving materials (i.e., cobbles or bricks), bulb outs, and other traffic -calming <br />measures to slow speeding vehicles and prioritize safe pedestrian and bicycle travel. There <br />are bus stops on Sunflower Avenue, South Bristol Street, and MacArthur Boulevard that can <br />connect to the 66 bus lines servicing Orange County. For example, there is a bus route that <br />runs from the Project site to the Santa Ana Metrolink station (and Amtrak) and further to the <br />ARTIC station (Amtrak and Metrolink). There is also a bus route that runs from MacArthur <br />Boulevard to John Wayne Airport. <br />The proposed Bristol Street improvements include upgrading the southbound bike lane to <br />a Class I bike lane, which encompasses a planted buffer separation between vehicular and <br />bicycle travel lanes. Bicycle racks will be provided in conjunction with commercial, office, <br />and residential projects. For improvements on MacArthur Boulevard and Sunflower Avenue <br />along Project site frontage, Class II bike lanes are planned, consistent with the City's <br />Bikeway Master Plan. Bicycle storage should be located at the front of each building or in <br />common open spaces. Bike lockers are also planned to be located in parking structures. <br />Community Benefits related to the Project's proposed transportation system include the <br />following: <br />1. The Specific Plan will reduce VMT per service population in accordance with the <br />Regional Transportation Plan/Sustainable Communities Strategy; <br />2. Promotion of a walkable community; <br />3. Encouragement of the increased use of bicycles and scooters; <br />4. Promotion of current traffic standards that relate to increased public safety; and <br />5.
