Analysis Supporting Categorical Exemption <br /> nature of construction along the roadway, the distance between construction activities and sensitive <br /> receptors will vary. A distance of 44 feet from the roadway centerline to the nearest noise sensitive <br /> receptor was calculated using aerial photography and applied in the construction noise modeling. See <br /> Appendix F for model outputs. The anticipated short-term construction noise levels generated for the <br /> necessary equipment for each phase of construction are presented in Table 9. <br /> Table 9. CalEEMod is designed to calculate air <br /> pollutant emissions from construction activity and contains default construction equipment and usage parameters for <br /> typical construction projects based on several construction surveys conducted in order to identify such parameters. <br /> Leq = The equivalent energy noise level, is the average acoustic energy content of noise for a stated period of time. Thus, <br /> the Leq of a time-varying noise and that of a steady noise are the same if they deliver the same acoustic energy to the ear <br /> during exposure. For evaluating community impacts,this rating scale does not vary, regardless of whether the noise <br /> occurs during the day or the night. <br /> As shown in Table 9, noise levels during Project construction could range from 84.0 dBA to 91.7 dBA at <br /> the nearest noise sensitive receptor. It is noted that this is modeled on a worst-case basis with all <br /> equipment operating simultaneously. Additionally, as the Projects proposes improvements along an <br /> existing roadway corridor, construction equipment is not fixed at one location but instead moves <br /> continuously along the Project Site.This movement means that the noise generated by the equipment is <br /> dispersed over a wide area rather than concentrated in a single spot. As the construction progresses, the <br /> distance between the equipmentand anysensitive receptors, such as residences, varies. This variation in <br /> proximity reduces the overall exposure of sensitive receptors to noise because the time spent by the <br /> equipment near anysingle receptor is limited.Thus,so long as construction occurswith the hours allowed <br /> by the City, a less than significant impact would occur. <br /> 4.13.1 Operational Noise <br /> The Project is proposing improvements to an existing roadway.Once construction is complete,the Project <br /> would not be a source of operational noise beyond current conditions.
