The fee partially offsets
the City's cost of processing an application for a permit to operate an exterior telephone (i.e., pay phone)
within the City. The fee rate is based on the typical stafftime needed to research and review the plans,
process the permit, and enforce the requirements set. The proposal is to incorporate this fee into the
Miscellaneous Fees Schedule.

Categorical Exemption/Environmental Determination

Existing Fee: $165.00 per application
Adjustment: $170.00 per application
Department: Planning & Building Agency

This is an existing fee for the environmental review required for each development project. The proposal is
to change the fee name from the existing "Categorical Exemption" under Environmental Fees to the new
name "Categorical Exemption/Environmental Determination" at an increased rate of $170.00. The name
change provides a more accurate description of the services provided for the fee.

6) Agenda & Minutes - Subscriptions

City Council
Agenda Only

City Council
Minutes Only

Exi~tingFee: $42.00 $42.00
Adjustment: $72.00 $72.00
Department: Clerk of the Council

City Council
Agenda & Minutes

$ 84.00
$144.00

Redevelopment Agency
Boards/Commissions
Agenda Only

Redevelopment Agency
Boards/Commissions
Minutes Only

Redevelopment Agency
Boards/Commissions
Agenda & Minutes

Existing Fee: $31.00 to $35.00
Adjustment: $36.00
Department: Various

$101.00 tO $110.00
$36.00

$132.00 to $145.00
$72.00

State and local open meeting laws require official bodies like the City Council and City boards and
commissions to prepare and maintain meeting agendas and minutes. The proposal is to set standard
subscription fees for City agendas and minutes and incorporate them into the Miscellaneous Fees Schedule.
The fees are based on the cost of producing copies of agendas and minutes, including labor and postage.
City Council agendas and minutes have higher subscription rates because they typically contain more pages
as they cover a broader range of issues compared to the more specialized focus of boards and commissions.

75
