245 <br /> <br />7) Sewer Connection Fee <br /> <br />Existing Fee: $59.45 per plumbing fixture unit <br />Adjustment: $61.06 per plumbing fixture unit <br />Department: Public Works Agency <br /> <br />This is an existing fee that pays for connection to the public sewer system. The fee defrays the cost of sewer <br />replacement and repair to meet the added demands to the sewer system generated by redevelopment and new <br />development. The fee rate is based on the cost per plumbing fixture unit in the proposed development and is <br />paid at the time of application for a sewer connection permit. The proposal is to adjust the fee by $1.61 to <br />reflect the 2.7% CPI increase in service cost and incorporate it into the Miscellaneous Fees Schedule. <br /> <br />8) Metered Water Rates <br /> <br />Base Rate Tail Block Rate Unit <br /> <br />Existing Fee: $1.039 $1.317 <br />Adjustment: $1.093 $1.382 <br />Department: Public Works Agency <br /> <br />Per hundred cubic feet <br />Per hundred cubic feet <br /> <br />The City owns and operates the local water utility and charges customers for water usage. One unit is equal to a <br />hundred cubic feet or 758 gallons, and Santa Aha households average less than 44 units of bi-monthly water <br />usage. A bi-monthly cycle is used because water bills are mailed out and due every two months. The base rate is <br />charged to a customer whose bi-monthly usage is 44 units or less. A customer whose bi-monthly usage exceeds <br />44 units pays the tail block rate. The water rate adjustment has two parts. The first part is the $0.011 commodity <br />adjustment for each rate, which requires no Council action as this is already authorized by Resolution 92-043. <br />This 1992 resolution gives the City continuing authority to recoup the cost of pumping ground water from City <br />wells and buying water from outside sources. The second part of the rate adjustment, and which requires Council <br />action, consists of the 2.7% CPI cost increase of providing metered water service, the federally-mandated <br />increases in the City's cost share of the National Pollution Discharge Elimination System, and capital outlay <br />funding requirements. The proposal therefore is to adjust the base rate by $0.052 or 5% and the tail block rate by <br />$0.066 or 5% which would mean a $2.78 increase on a typical bi-monthly water bill of 44 units. The adjusted <br />rates are also proposed to be incorporated into the Miscellaneous Fees Schedule. <br /> <br />9) Research Fee <br /> <br />Existing Fee: $15.00 per newspaper article <br />Adjustment: $15.00 per use <br />Department: Library <br /> <br />The proposal is to change the name of the existing fee from %lewspaper Search Fee" to "Research Fee." The <br />current name does not reflect other research requests the Library responds to in addition to newspaper <br />searches.
