Mr. Nicholson. The City Manager stated that Mr. Chan would have to be re- <br />appointed, since he has been absent more than three times and is probably <br />not legally a member. The City Menager stated that the problem of school -park <br />relationship was raised by the school representative, that it is the school <br />that has the problem, not the City. <br />Correction as directed by Council on 1/16/67,,,A <br />A -0 POLICE DEPARTMENT Councilman Markel and Councilman <br />McMichael reported as members of the <br />Council Committee of the Police De- <br />partment. Councilman Markel stated that from his experience, the City has <br />a very good Police Department, and he has nothing but commendation for the <br />Chief in the way he handles his department. Councilmen McMichael agreed with <br />Councilman Markel except from a cammunications standpoint - he thought the <br />Council should be notified of some things, such as adding additional members <br />to the force. <br />Councilman McMichael stated that he was under the impression that a committee <br />of two (Councilman Markel and Councilman McMichael) had been appointed to <br />make a recommendation as to the defense of the Hopper vs. Allen case. They <br />recommended that the Council authorize Chief Allen to hire an attorney, <br />the attorney to be paid at the standard in going rates, but if the amount <br />should exceed the sum of $5,000, it should be reported to the Council so <br />that they would have some idea of what the expenses were. <br />C= HALL ARCHITECT'S COMKI'P1'EE Councilman Markel and Councilman Brooks <br />reported as the Council Committee mem- <br />bers of the City Hall Architect's <br />Committee. They reported the Architect's Committee is functioning very well. <br />The Councilmen recently visited the San Diego City Offices and described <br />that city's building and operations, stating that San Diego City Hall is <br />about as automated as it can get. They use microfilming and work from small <br />IBM cards. Everything is very compact, and they have updated equipment that <br />is wonderful. <br />It was stated that the Councilmen had seen the preliminary progress'report <br />and the plans and specifications for the proposed Santa Ana City Hall, and <br />that it would be something to be proud of. <br />Councilwo Markel added that in visiting various City Halls, it was noticed <br />that many of them use pictures to bring out the decor; he also thinks statuary <br />would. be effective. <br />CITY COUNCIL -98- January 3, 1967 <br />
