ARTICLE XVIII <br /> <br />18.0 UNION RIGHTS <br /> <br />18.1 <br /> <br />Release Time for Union Grievance Representatives. The Union shall have the right <br />to appoint/elect a reasonable number of representatives who are recognized by the <br />City as officers or worksite leaders/stewards. <br /> <br />Such reasonable number of worksite leaders/stewards recognized by the <br />City shall be limited to fifteen (15). <br /> <br />The City's Employee Relations Manager shall be provided with a list of <br />names and classification titles of the Union's officers as set forth in the Santa <br />Ana City Employees, Chapter 1939/Service Employees International Union <br />Local 347, AFL-CIO Bylaws, as well as the names and classification titles <br />of all worksite leaders/stewards and other Union representatives. The Union <br />agrees to inform the City in writing of any changes in said list within ten (10) <br />calendar days. <br /> <br />During the term of this Agreement, the City agrees to grant up to a total of <br />two hundred (200) hours per fiscal year on a non-cumulative basis to enable <br />the officers and worksite leaders/stewards to assist other bargaining unit <br />employees in processing grievances under the Grievance Review Procedure; <br />provided, however, that such officers and worksite leaders/stewards shall <br />make advance arrangement with their supervisors prior to absenting <br />themselves for such purpose. The officers and worksite leaders/stewards <br />shall be required by the City to record and report to their supervisors the work <br />time spent in assisting other bargaining unit employees pttrsuant to this <br />provision of the Agreement. <br /> <br />Union Business Leave Time. In addition to the two hundred (200) hours <br />per fiscal year provided by the City on a non-cumulative basis, officers and <br />worksite leaders/stewards shall be granted an additional three hundred (300) <br />hours per fiscal year on a non-cumulative basis paid by the Union from the <br />bank of hours or directly by the Union. The purpose of this additional three <br />hundred (300) hours per fiscal year shall be to enable the officers and <br />worksite leaders/stewards to assist the bargaining unit employees in <br />processing grievances under the Grievance Review Procedure and for union <br />activities which may include conventions, seminars and meetings. However, <br />such officers and worksite leaders/stewards shall make advance arrangements <br />with their supervisors prior to absenting themselves for such purposes.
