<br />AGREEMENT 1-2354 <br />Exhibit A <br /> <br />.- <br />~_.> <br /> <br />Task 14.07 Prepare Preliminary Performance Specification <br /> <br />It is assumed the completion and approval of the Design Defmition Report in Schedule of Values <br />Task 14.06 by the end of the 6th month. ' <br /> <br />Task 14.08 Prepare Preliminary Rail Fleet Maintenance Plan <br />. As defined in PE 14. <br /> <br />PE 15.0 <br /> <br />Cost Estimating <br /> <br />The purpose of this task is to develop the project cost estimate based on the 30% design level to <br />be achieved during the Preliminary Engineering phase. <br /> <br />CONSULTANT will review the cost estimating done in the Conceptual Engineering phase'tb <br />understand its assumptions, methodology, formatting, and work breakdown. To the extent <br />practical, the CONSULTANT will incorporate this information into its own work in the <br />Preliminary Engineering phase and compile the estimate in a "line item" format. . <br /> <br />Utilizing previous work from the Conceptional Engineering phase, the CONSULTANT will <br />prepare the project work breakdown structure and contract unit descriptions. Work elements and <br />contract units will be grouped into similar types of construction or procurement based on <br />standard factors, past experience, and industry practice (e,g., the Construction Specification <br />Institute divisions). The initial work breakdown structure and grouping plan will be reassessed <br />and updated as the project design advances. Costs are to be categorized by system (e,g" signal <br />system), functional area (e,g., stations, carth moving), or by contract (e.g" running rail) for <br />periodic project team reviews, <br /> <br />CONSULT ANT will establish a Current Working Estimate of the project and update those costs <br />for all CenterLine project elements as designs move forward. Certain design elements or <br />contracts may have preliminary engineering cost estimates completed before other elements (for <br />example, a specific utility relocation may be early, where as other elements will have to wait <br />until final preliminary engineeting designs are completed), Nevertheless, the CONSULTANT <br />will maintain current nmning estimates of all cost elements. Each estimate will be reviewed by <br />the appropriate designer or designated staff, with any comments recorded during reviews so that <br />they are considered in the [mal estimate, <br /> <br />CONSULT ANT will develop procedures for developing trend forecasting estimates, determining <br />direct and indirect costs, contingencies and escalation, etc. Any contingency component of an <br />estimate shall be clearly identified, These estimates will require review by The AUTHORITY. <br />Should the projected cost of any projcct element exceed the forecast, The AUTHORITY will be <br />advised and steps will be taken to detem1ine what changes are to be made to keep the costs <br />within expected limits, which includes the Preliminary Engineering costs, <br /> <br />52 <br /> <br />éSF" <br /> <br />
