<br />AGREEMENT 2-0149 <br />Exhibit A <br /> <br />. Identify locations of additional facilities (new station[s], maintenance yard, <br />power substations, park-and-ride lots) <br />. Identify environmental "fatal flaws" in proposed engineering solutions, for <br />any of the above items . <br /> <br />Deliverable: <br /> <br />Summary memorandum detailing any changes to the LPA <br />alignment and additional facilities that would potentially create new <br />and previously unidentified environmental impacts will be submitted <br />to The AUTHORITY for review. <br /> <br />The following clarification is included as part of the CONSULTANT's Work <br />Breakdown Structure (WBS): <br /> <br />This task is partially based on a cost-per-month budget and assumes an 18- <br />month project duration.' , <br /> <br />The CONSULTANT will prepare this summary memorandum based on the <br />engineering provided by the Preliminary Engineering Consultant. This set of <br />plans will be the ones that will be analyzed in the New SDEIS/RDEIR. These <br />plans will be at a similar level of design as those for the previous DEISIDEIR and <br />December 2000 SDEIS/RDEIR. More detailed engineering will be considered in <br />the FEIS/EIR. <br /> <br />To prevent fatal flaws in the proposed engineering solutions, the CONSULTANT <br />will provide the Preliminary Engineering Consultant with environmental <br />constraints mapping early in the design effort, identifying issues that may result in <br />significant impacts that are undesirable and costly to mitigate. <br /> <br />Deliverable: Environmental Constraints Mapping showing locations of potential <br />environmental concerns for use by the Preliminary Engineering Consultant will be <br />provided by CONSULTANT within 45 days from Notice to Proceed. <br /> <br />Task 3 - Determination of Level of Environmental Analysis Required <br /> <br />This task involves the determination of the level of additional environmental <br />analysis that will be required to comply with CEQA and NEPA regulations for this <br />project. The AUTHORITY needs to complete the environmental process that <br />was initiated with the analysis provided in the DEIS/DEIR, followed by the work <br />completed in the Dec. 2000 SDEIS/RDEIR. Neither of these documents has <br />been certified. The CONSULTANT will determine from the environmental work <br />completed to date and through the identification of additional environmental work <br />required what level of analysis will be required, In previously issued draft <br />responses to the regulating agencies, The AUTHORITY has indicated it will <br />prepare and circulate a New SDEIS/RDEIR that reflects the project as <br />determined by the Preliminary Engineering performed for the LPA, before an <br /> <br />8 <br />
