CA 71 <br /> <br />PUBLIC HEARING Mayor Evans announced that <br />REVENUE SHARING FUNDS this was the time and place <br />PROJECTS APPROVED; HEARING SET for the public hearing of <br /> the Proposed Use of Federal <br />General Revenue Sharing Funds in the approximate amount of <br />$2~300,000 for the period commencing 3uly 1, 1977 and ending <br />June 30, 1978. <br /> <br />Executive Director of Administrative Services David Tayco stated <br />that a legal notice had been published May 16, 1977 in "The <br />Register" inviting the public to attend and to provide written <br />or oral comments regarding the proposed use of this fund; that <br />the list of proposed projects is on file in the office of the <br />Clerk of the Council, available in the lobby of the Council <br />Chambers for inspection, and has been provided to organizations <br />requesting it; and that also provided for review is a list of <br />unfunded projects. <br /> <br />The Mayor asked for comments from those attending the hearing. <br /> <br />Sadie Reid, 1401 West Richland, asked that more social service <br />projects be added to the list; Virgil Bales, 2307 West Bern <br />Lane, suggested that these funds be used to purchase that portion <br />of the Garden Grove water system serving Santa Ana residents. <br /> <br />As there were no further speakers on the subject, Mayor Evans <br />closed the public hearing. <br /> <br />On the unanimously carried 7:0 motion of Councilman Bricken, <br />seconded by Councilman Brandt, the projects listed in the report <br />dated May 31, 1977 prepared by Jim Armstrong were approved for <br />funding, and a hearing was set for June 28, 1977 at S:00 P.M. <br />to adopt a General Revenue Sharing Budget for fiscal year 1977-78. <br /> CA l12A <br /> <br />Councilman Bricken informed the audience that a great many social <br />projects applied for by non-profit community organizations would <br />be funded through the manpower programs offered under CETA Title <br />VI. (Minutes page 188) <br /> <br />PUBLIC HEARING <br />WAIVER OF FILING FEES FOR <br />NON-PROFIT DAY CARE CENTERS <br />ORDINANCE AUTHORIZED <br /> <br />to provide for the waiver of fees <br />variance applications for non-profit day care centers <br />of Santa Ana. <br /> <br /> Mayor Evans announced that <br /> this was the time and place <br /> for the public hearing of <br /> a proposed revision to the <br />Santa Ana Municipal Code <br />for conditional use permit and <br /> in the City <br /> <br />William Daugherty, Senior Planner, stated that the Planning <br />Commission as directed by the Council held a public hearing on <br />May 23~ 1977, and following that hearing there was a 3:2 vote <br />to support the recommendation to waive all or a portion of the <br />filing fees for variances and conditional use permits required <br />of nonprofit day care centers in the City (Alternate #1 in the <br />Planning Department Staff Report dated May 23, 1977), with the <br />requirement that they be designated as non-profit by the State <br />Board of Equalization as well as the Internal Revenue Service; <br />that the financial impact to the City of the recommendation <br />would be $1,750, and $1,500 per year thereafter. <br /> <br />CITY COUNCIL MINUTES <br /> <br />193 i, JUNE 6, 1977 <br /> <br /> <br />
