Scottie Biddle, 1518 West Pine, spoke in favor of waiver of fees. <br />There were no further speakers, the Assistant Clerk reported <br />there were no written communications, and the Mayor closed the <br />public hearing. <br /> <br />Councilman Bricken's motion to direct the City Attorney to prepare <br />an ordinance to amend the Municipal Code to provide for a waiver <br />of filing~fees for conditional use permit and variance applica- <br />tions for all non-profit day care centers in existence prior to <br />January 1, 1977 was seconded by Councilman Ward and carried 7:0 <br />unanimously. <br /> <br />After the recess Councilman Garthe moved, Councilman Bricken <br />seconded, and the motion carried 7:0 unanimously, to provide an <br />effective date of January 1, 1977 in the authorized ordinance <br />to waive,~ees for all non-profit day care centers in existence <br />prior to January 1, 1977. CA 13.lA <br /> <br />RECESS <br /> <br />members present. <br /> <br />At 8:45 P.M. Mayor Evans <br />recessed the meeting; at <br />8:55 P.M. the meeting was <br />reconvened with all Council <br /> <br />PUBLIC HEARING Mayor Evans announced that <br />VARIANCE 77-4 - REGINA HARRIS this was the time and place <br />APPROVED WITH CONDITIONS for the public hearing of <br /> Negative Declaration and <br />Yariance Application 77-4 to allow an infant care center, care <br />center office, and a hot line and counseling center with less <br />than the required parking at 1721 West Washington in the R2 <br />District~, <br /> <br />Senior Pl~nndr William Daugherty stated that the property is <br />located o~e lot west'~of the intersection of West Washington and <br />College A~enue; that the present zoning is R2 and the General <br />Plan indicates low density residential; that the improvements <br />consist of six duplex units or 17,920 square feet on .4 acres; <br />that the structures are in the last phase of construction; and <br />that there are 9 off-street parking spaces available. <br /> <br />Regina Harris, 1705 West Chestnut, the applicant for the variance, <br />stated that she will not have a counseling center or a hot line; <br />that she has an infant care center and a preschool program; that <br />many of the parents using the preschool services are students at <br />Santa Aha College and use the college parking lot; and that she <br />would like to have the variance for 48 children and 12 employees. <br /> <br />Speaking in favor of the Variance were: <br /> <br />Donald Robinson, 2229 Manitoba Drive <br />Jacques A.
