'. <br /> <br />III. <br /> <br />'8 <br /> <br />8' <br /> <br />Attainment of the Purposes of the Act <br /> <br />The objectives of the Act, among others, are the remedying <br />of conditions of blights, deterioration and obsolescense. <br />The Agency will seek to attain such objectives by all <br />means authorized by law, including where feasible, but not <br />limited to, the following activities: <br /> <br />A. <br /> <br />The development of a regional shopping center complete <br />with public/private parking facilities. <br /> <br />B. <br /> <br />The improvement of substandard and deteriorating <br />housing and obsolete and deteriorating non-residential <br />buildings. <br /> <br />Rehabilitation of buildings, upgrading them to modern <br />standards of safety and design. <br /> <br />C. <br /> <br />D. <br /> <br />Providing land suitable for reuse for new buildings, <br />parking and other necessary facilities in accordance <br />with modern standards, thereby reversing the decline <br />in social, physical and economic conditions in the <br />Project Area as amended. <br /> <br />E. <br /> <br />Physical improvements of the major north-south arterials <br />to improve access between freeways and the central <br />core at the downtown area; and to improve traffic <br />circulation and access to the original Project Area. <br /> <br />Creating a concept of urban development within the <br />Project Area as amended which will assure that the <br />close identity of the original project area and the <br />area to be added will be used to create a single <br />integrated economic and use area under redevelop- <br />ment. <br /> <br />F. <br /> <br />G, <br /> <br />The facilitation of the relocation of persons dis- <br />placed from the original as well as the amended pro- <br />ject area while minimizing any economic, social or cul- <br />tural disruption attendant thereto. <br /> <br />The provisoin of additional opportunities for partici- <br />pation in the redevelopment of the Project Area as <br />amended by residential and business owners and tenants <br />than are presently available. <br /> <br />H. <br /> <br />The proposed d~velopment should go far in stimulating additional <br />private development in the downtown area, thus establishing <br />Santa Ana as the focal point of the inland Orange County area. <br /> <br />IV. Conformance with the General Plan <br /> <br />The proposed redevelopment of the project area conforms <br />to the General Plan of the City of Santa Ana, California. <br /> <br />3. <br />
