<br />Attachment B <br /> <br />and suspect data between the justice agencies within the County, thus <br />improving investigative abilities and reducing the potential for terrorism or <br />terrorists to go undetected. Consequently, the Santa Ana and Anaheim Urban <br />Areas will fund through the FY2004 UASI grant a substantial portion of the <br />project that enables data and information sharing, as well as the data analysis <br />and intelligence tools in support of homeland security objectives. <br /> <br />E. The RMS/CMS Information Sharing Project (hereinafter the "Project") includes <br />the supply of required computer software and hardware as well as integration, <br />implementation and training services. There are two objectives for the Project: <br /> <br />1. To enable sharing of data from justice agencies' records management <br />systems (RMS), case management systems (CMS) and related databases <br />across the County in support of enhanced homeland security and criminal <br />investigations. <br /> <br />2. To acquire and implement a set of data analysis/intelligence tools in <br />support of enhanced homeland security and crime-related investigations. <br /> <br />The Project is structured in two phases. Phase 1 is designed to establish the data <br />sharing solution and will enable the sharing of citation data from the Orange <br />County Superior Courts, five police records management systems (Newport <br />Beach, Irvine, Garden Grove, Brea, and the new release of the RMS System being <br />implemented to serve the West Covina Consortium, consisting of Cypress, Seal <br />Beach and other Orange County agencies that elect to be served by the <br />Consortium), and the Orange County Sheriffs Department's RMS and LARS <br />(Local Arrest Records System, including their Mug-shot database) systems. <br />Search and analysis tools will be acquired and deployed to allow for the flexible <br />export of data as well as analysis within the provided toolsets. <br /> <br />Phase 2 involves the incorporation of the approximately 17 additional remaining <br />police RMS systems throughout the County and portions of the District Attorney <br />and Probation Department's CMS systems into the infrastructure of the Data <br />Solution System. Phase 2 will be performed by Contractor on an incremental, <br />work-order basis as agencies add their RMS system to the integration platform. <br /> <br />F. Contractor is a privately held corporation based in Tucson, Arizona that <br />specializes in developing khowledge management technology, particularly for <br />law enforcement entities. The company's product line includes the COPLlNK <br />Solution Suite Software product, which provides law enforcement agencies with <br />advanced information search and analysis Gapabilities (hereinafter referred to <br />as the "Contractor Software" or "Software"). <br /> <br />G. City, as grant administrator for the OCILJ, solicited bids from interested <br />vendors and received a proposal from Contractor. City has reviewed the <br />previous experience and evaluated the expertise of Contractor, and desires to <br />retain Contractor to render professional services for the Project, and to provide <br />the software and hardware components necessary to implement the Project, <br />under the terms and conditions set forth in this Agreement. <br /> <br />2 <br />
