SCOPE <br /> <br />The City of Santa Ana is soliciting a Request for Proposals from qualified companies to design, <br />construct, install, and maintain a football/soccer scoreboard in the Santa Ana Stadium, and an <br />informational marquee at the southwest corner of Flower Street and Civic Center Drive. The City will <br />pay for the design, construction, and installation of the scoreboard and marquee in advance, and will <br />accept proposals for separate agreements for maintenance and the securing of future advertising <br />revenue to recover the City's costs. <br /> <br />The Santa Ana Stadium seats 8,500 people and is used for a variety of public youth events. It serves as <br />the home field for all four Santa Ana Unified School District high schools, a number of local private <br />schools, and Santa Ana Community College. The stadium is also heavily used by local youth soccer <br />organizations, Pop Warner football leagues, and for annual special events. Due to the high demand and <br />heavy use of the facility, the City will be installing synthetic turf on the field in January 2007. To not <br />interfere with or disrupt the scheduled turf installation, the new scoreboard must be installed durin!!: <br />the month of December 2006. exactly one month prior to the installation of the turf, to allow any <br />required heavy equipment to safely access the field. The construction and installation of the marquee, <br />however, is required to be completed by April 2007. Once completed, the new scoreboard and <br />marquee will enhance the overall aesthetic qualities and use of the Santa Ana Stadium, thus achieving <br />the City's goal of providing and maintaining first-rate infrastructure and community facilities for the <br />residents of Santa Ana. <br /> <br />The City of Santa Ana is the largest city in Orange County, and the ninth largest city in California by <br />population. Santa Ana is also the densest city in Orange County and the second densest in the State of <br />California. The City encompasses 27.2 square miles and is proud to be the county seat of Orange <br />County. Santa Ana is 97 percent built out, with only 1.21 acres of open space per 1,000 residents, far <br />below the State standard of three acres per 1,000 inhabitants, making for highly utilized parks and <br />recreation facilities. Santa Ana also has the youngest population in the country among cities with <br />populations over 100,000, with a median age of 26.1 years. Approximately 37 percent or 127,603 of <br />Santa Ana's residents are 19 years of age or younger. <br /> <br />A. Objectives <br /> <br />The key objectives of this project are to: <br />1.
