<br />FY 20(j6 HOMELAND SECURrTY GRANT PROGRAM - DECEMBER 2, 2005 <br /> <br />Hiring planners, training program coordinators, exercise managers, and grant administrators fall <br />within the scope of allowable program management functions. Grant funds may not be used to <br />support the hiring of sworn public safety officers to fulfill traditional public safety duties. For <br />example, a local, uniformed, law enforcement patrol officer cannot be hired using grant dollars <br />to perform routine local law enforcement patrol duties. As another example, firefighters cannot <br />be hired using grant dollars to perform routine fire service duties or serve on hazardous materials <br />units. <br /> <br />Grantees are permitted to hire or laterally move existing public safety officers to new positions <br />that support allowable HSGP program management functions. In the case oflateral transfers, <br />grant funds may be used to support only those positions that are allowable under FY 2006 HSGP <br />program guidance. <br /> <br />In addition, positions created and funded through G&T grants may continue to be supported with <br />future year funding provided that the position is dedicated to the same or similar purposes <br />allowable under applicable G&T program guidance. <br /> <br />The following are definitions for the terms as used in this section: <br /> <br />. Overtime - These expenses are the result of personnel who worked over and above their <br />normal scheduled daily or weekly work time in the performance of G&T -approved <br />activities. <br />. Backfill- Also called "Overtime as Backfill," these expenses are the result of personnel <br />who are working overtime in order to perform the duties of other personnel who are <br />temporarily assigned to G&T -approved activities outside their core responsibilities. <br />Neither overtime nor backfill expenses are the result of an increase of Full-Time <br />Equivalent (FTEs) employees. <br />. Hiring - State and local entities may use grant funding to cover the salary of newly hired <br />personnel that are undertaking allowable G&T program activities. This may also include <br />new personnel that are hired to fulfill duties as a result of existing personnel being <br />reassigned full-time to other G&T -approved activities. Hiring will always result in a net <br />increase of FTEs. <br />. Supplanting - Replacing a currently budgeted full-time position with one or more full- <br />time employees. <br /> <br />D.7. Manal!ement and Administrative (M&A) Costs <br /> <br />All programs within FY 2006 HSGP have allowable M&A costs for both the State as well as the <br />local unit of government, Urban Area, or designated sub grantee. No more than 5 percent of the <br />total amount allocated to the State for programs within FY 2006 HSGP may be retained at the <br />State level and used for M&A purposes. These State M&A funds must be included when <br />accounting for the total funds retained by the State. States may apply M&A funds from all five <br />programs under the FY 2006 HSGP to M&A costs accrued under any of the FY 2006 HSGP <br />programs.
