PROPOSER'S UNDERSTANDING: Each proposer must inform him/herself of the conditions <br />relating to the execution of the work, and it is assumed that he/she will make him/herself <br />thoroughly familiar with the RFP. Failure to do so will not relieve the successful proposer of <br />his/her obligation to enter into a contract and complete all work in accordance with the proposal <br />documents. <br />PROPOSAL COSTS: The cost of preparing and delivering the proposal is the sole responsibility <br />of the proposer and is not chargeable to the City. <br />PRE-PROPOSAL MEETING: All persons wishing to submit a proposal must attend the pre- <br />proposal meeting to be held June 27, 2007 at 1:30 p.m. at the Santa Ana Jail lobby, 62 Civic <br />Center Plaza, Santa Ana, CA, 92701. The jail lobby is at the southeast corner of the building. <br />Attendance to the pre-proposal meeting is mandatory. Proposals submitted by vendors who did <br />not attend will be considered nonresponsive. Parking is available immediately adjacent to the <br />jail, parking validation is not available. <br />PROPOSAL SUBMISSION: Delivery of the proposal package is the sole resonsibility of the <br />proposer. Proposals may be delivered in person, by U.S. Mail or commercial messenger and <br />must be received during normal business hours (Monday through Friday from 8:00 a.m. until <br />5:00 p.m.). Delivery and mailing address for proposals is: City of Santa Ana, Purchasing M-16, <br />20 Civic Center Plaza, Santa Ana, CA 92701. Mark envelopes "Proposal: Inmate Medical <br />Services RFP 07-062". Proposals received after July 18, 2007, 5:00 p.m. will be returned to <br />proposer unopened. <br />WITHDRAWAL AND MODIFICATION OF PROPOSALS: A proposal may be withdrawn at <br />any time prior to the submission deadline by an authorized representative of the proposer by <br />formal written notification of withdrawal. Another proposal may then be submitted prior to the <br />submission deadline. Submitted proposals shall become the property of the City after the <br />submission deadline. Withdrawn proposals will not be mailed back to proposers, proposers may <br />pick up withdrawn proposals or the City shall destroy withdrawn proposals upon written request <br />from the proposer. <br />3 <br />
