URS will prepare the Administrative Draft IS based on the information contained in the <br />technical studies. However, our scope does not include any revisions to the <br />Administrative Draft IS necessitated by modifications to any information contained in <br />any technical studies provided by the project proponent should they be used in the <br />preparation of the 1S. <br />URS will also be responsible for preparing the Administrative Draft of the City's Notice <br />of Intent to Adopt a Mitigated Negative Declaration for the proposed commercial project. <br />The Notice of Intent will be sent to the City along with the Administrative Draft IS. <br />URS will provide the City with 1 electronic copy (in pdf format) of the Administrative <br />Draft IS and Notice of Intent to Adopt a ND. URS will also submit 3 hard copies of these <br />documents to the City for review. <br />3. Prepare Mitigation Monitoring Plan <br />URS shall prepare a Mitigation Monitoring Plan (MMP) for the propose project to <br />include all accepted project mitigation measures, indicate the project time period to <br />which the measure applies, the responsible party to implement the measure and the <br />method of monitoring. One electronic copy of the MMP will be sent to the City for <br />review before it is finalized by URS. URS assumes that the MMP will be included as <br />part of the Draft IS/Notice of Intent to adopt a MND that is sent out for public review. <br />Another option is to just include the MMP as part of the Final MND that is approved by <br />City decision makers. <br />4. Finalize and Circulate Initial Study/Proposed MND <br />Folloxving the City's review and comment on the Administrative Draft IS/proposed <br />MND, URS will revise and incorporate comments as appropriate. URS will circulate the <br />document for public review as directed by the City of Santa Ana. In addition, URS Nvill <br />assume the responsibility for posting the Notice of Intent to Adopt an MND at the Orange <br />County Clerk's office. <br />Upon approval of the MND by the City, URS assumes at this time that City staff will <br />publicly notice the MND by: <br />Publishing it in one newspaper of general circulation (local paper, the Register). <br />2. Posting the public notice at City Hall offices. <br />3. Making 2 copies of the MND available at the City for public review. <br />URS will obtain a distribution list of responsible and other agencies from the City. URS <br />will distribute up to 30 copies of the MND by registered mail or by Federal Express, <br />whichever is most cost effective. <br />Since the project does not exceeds the tlueshold for regional significance for commercial <br />uses (Guidelines S I5206(b)(2)(C) — project proposes the construction of a new <br />commercial building that encompasses more than 250,000 square feet of floor space), it is <br />assumed at this time that the MND will not need to be distributed to the State <br />Clearinghouse. <br />
