iii. Description of deliverables and implementation plan. Proposer shall submit a general <br />description of the deliverables, implementation plan, and timeline. <br />R C S F� r E. CSC's implementation plan and general daily event operations are listed below. <br />Standard Event Day Operation Outline <br />1. Employee Access Control consists of: <br />2 <br />19 <br />a. Positive identification and <br />credentialing of CSC personnel. <br />b. Audited distribution and collection <br />of CSC's security uniform (i.e., shirts and <br />jackets) <br />c. Verification and validation of <br />accreditation devices for access to <br />restricted areas. <br />All employees arriving at the event venue <br />enter through the designated employee <br />entrance where they and their personal <br />property are searched by CSC ESOs. The <br />search techniques, may vary from venue to <br />venue, but typically include screening with a <br />metal detector and a search of any property <br />(bag search) they are attempting to carry into <br />the facility. After screening, venue employees <br />report to a specific sign -in area where their <br />employee I.D. is verified and they are issued <br />an event shirt with a unique serial number <br />and temporary, event -specific credentials (e.g. <br />wristband or paper hang tag). CSC employees <br />must have all three forms of accreditation to <br />exit the sign -in area and must display these <br />items at all times while they are inside the <br />venue. <br />While in the sign -in area, CSC employees also <br />receive event information and training aides <br />such as timelines, maps and emergency <br />response procedures. <br />General Event Briefing - The CSC Event <br />Manager gathers all hands for the general <br />event briefing. This briefing is typically <br />held about 1 hour before the venue opens <br />to the public. Regardless of the event, this <br />briefing follows a standard checklist that <br />covers specific details in six broad categories <br />and reviews the event materials (maps, <br />event timelines, hot sheets, etc.) that were <br />distributed to each employee during the sign <br />in process. The general event briefing covers <br />the following topics: <br />c. General event timeline <br />d. Important locations <br />e. Venue policy and procedure <br />f. Emergency procedures <br />g. Questions and comments <br />This briefing concludes with an overview of <br />the emergency response procedures. Portions <br />of this briefing may be assigned to other <br />individuals or included within written post <br />orders or other training aides. If necessary, this <br />briefing may be delivered to separate shifts <br />which are common for very large events that <br />span several operational periods (12 hours). <br />Employees who arrive late and do not attend <br />this briefing are held in the sign -in area until <br />they can be briefed about the event. At the <br />conclusion of this briefing CSC Supervisors <br />assemble the employees assigned to their <br />deployment and move to their assigned area <br />of responsibility as a group. <br />3. Supervisor Briefings - Immediately after <br />the general event briefing, CSC Supervisors <br />assume responsibility for the CSC personnel <br />assigned to them in what is commonly <br />referred to as "a deployment". Supervisors <br />record the name, CSC ID number, uniform <br />serial number, and equipment assigned to <br />each individual on a deployment sheet and <br />a duplicate. After leaving the briefing area, <br />supervisors take their assigned employees <br />on a tour of the supervisor's assigned area <br />of responsibility (AOR). Supervisors provide <br />a more detailed briefing that is appropriate <br />for their area of responsibility. They also <br />review venue policy and procedure, explain <br />break procedures, and demonstrate specific <br />skills and other event specific training <br />(EST) assigned by the CSC Event Manager. <br />The supervisor briefing concludes with a <br />"brief back" and skill demonstration where <br />individual CSC employees are asked to answer <br />questions about their post responsibilities <br />and demonstrate specific skills such as bag <br />search or checking credentials. <br />a.
