City of Santa Ana | First Street Multimodal Boulevard Study <br />RFP NO. 25-029 | Appendix A: Key Staff Resumes & Support Staff Qualifications <br />City of Yucaipa, I-10 Wildwood Canyon Road Project Approval and <br />Environmental Documentation (PA&ED), Yucaipa, CA <br />Strategic Communications Lead. JC is responsible for engaging the <br />community through in-person and virtual outreach, media relations, <br />and stakeholder engagement activities to identify the community’s <br />preferred alternatives in the design of this highway improvement <br />project. Public scoping meetings and a public outreach summary <br />have been used to capture and communicate the community’s voice <br />to city staff, Caltrans, elected officials, and the community at large. <br />Southern California Gas (SoCalGas), Community Engagement Plan <br />for Climate Adaptation Vulnerability Assessment, Los Angeles, CA <br />Strategic Communications Lead/Principal-in-Charge. JC is <br />leading a team across Southern California to prepare and execute <br />a community engagement plan geared toward disadvantaged <br />communities, in support of the recent climate change adaptation <br />vulnerability assessment, ordered by the California Public Utilities <br />Commission (CPUC) for investor-owned utility companies. <br />He is currently engaging hundreds of local community-based <br />organizations and stakeholder groups in identifying and establishing <br />efficient public feedback methodologies for disadvantaged <br />communities to prioritize SoCalGas’ upcoming climate change <br />adaptation investments. <br />Southern California Association of Governments (SCAG), Broadband <br />Program – Strategic Services, Los Angeles, CA <br />Deputy Project Manager. JC leads the communication, outreach, <br />and equity components of HDR’s overarching effort to provide <br />SCAG with strategic services to inform its digital equity efforts. <br />JC, combining best practices from across the country with local <br />understanding, will design strategies to harness the HDR team’s <br />expertise and capabilities on national broadband policies and local <br />communications to deliver impactful and meaningful solutions. In <br />this cutting-edge effort, JC is leading the biggest task of this project, <br />providing advisory and operational communications and outreach <br />and stakeholder management support to SCAG as they grow their <br />Broadband Program among isolated and hard-to-reach communities <br />in Southern California. In his role as Deputy Project Manager, <br />JC oversees managing our outreach subconsultant in deploying <br />outreach activities. <br />LA Metro, Link Union Station (Link US) Project NEPA Environmental <br />Impact Statement – Outreach and Facilitation Services, <br />Los Angeles County, CA <br />Strategic Communications Lead. JC and his local team are <br />supporting the public and stakeholder conversations needed <br />to align an environmentally secure and just path for the Link US <br />project. JC’s experience proved instrumental in leading this equity- <br />driven facilitation and engagement effort to create the needed <br />infrastructure to improve the quality of life of riders within our <br />community at large focused on disadvantaged communities. HDR <br />is providing preliminary engineering, environmental document, <br />final design, and construction support for LA Metro’s Link US. The <br />purpose of Link US is to increase the overall capacity of Los Angeles <br />Union Station and prepare Southern California for the expected <br />future growth of both regional rail (commuter rail and intercity rail) <br />and the California High-Speed Rail blended system. <br />LACDPW, Proposition 218 Outreach Support, Los Angeles, CA <br />Strategic Communications Lead. JC is responsible for overseeing <br />the design and execution of communications, stakeholder <br />management, and outreach campaigns to educate and collect <br />meaningful feedback from the community at large. The Los Angeles <br />County Consolidated Sewer Maintenance District is proposing an <br />increase in the annual sewer service charge. The proposed increase’s <br />authorization depends on voter approval through the Proposition <br />218 process. The HDR team will support the LA County Sewer <br />Maintenance Division with community outreach aimed at raising <br />public awareness of the needs and benefits associated with the <br />proposed increase in the annual sewer service charge. <br />City of San Diego, Solid Waste Rate Study, San Diego, CA <br />Strategic Communications Lead. JC designed the winning <br />outreach and public relations strategies that will move this project <br />forward. He is leading implementation efforts in collaboration with <br />local small businesses and community-based organizations across <br />the City of San Diego. HDR is conducting a very public-facing study <br />to identify the new rates for solid waste collection services for the <br />San Diego community to consider through a Proposition 218 process. <br />Public relations and innovative community engagement will be <br />essential elements to the success of this effort. <br />Los Angeles Sanitation & Environment (LASAN), Green Waste <br />Processing Facilities Public Outreach and Technical Services, <br />Los Angeles, CA <br />Strategic Communications Lead. JC is leading the strategic <br />deployment of stakeholder and community engagement efforts <br />to bring community understanding and participation to a <br />transformational project.
