<br /> <br />Orange County 149 25-29 Regional AFH <br /> <br />1. Unincorporated Orange County <br />Issue: Segregation and R/ECAPs <br />Contributing Factors: <br />1. Lack of investment in certain neighborhoods, including lack of community revitalization <br />strategies, lack of private investment, and lack of public investment, including in services and <br />amenities. <br />2. Limited quantity of affordable housing due to community opposition, land use and zoning <br />laws, and occupancy codes and restrictions. <br />3. Private discrimination, including source of income discrimination. <br />4. Limited knowledge of fair housing laws due to: limited resources to pay for outreach; <br />increasingly fewer people rely on newspapers to receive information, and public notices or <br />printed flyers are costly and ineffective means to reach the community at large; unknown <br />language barriers and resource barriers to accessing information. <br />Actions: Timeframe: <br />Facilitate Affordable Housing Development through the following <br />actions: <br /> <br />1. Create a Housing Opportunities Overlay Map and webpage <br />providing information about the Housing Opportunities Overlay <br />and identify areas where higher density projects would be <br />permitted with expedited processing, and which may be eligible <br />for density bonuses. <br />Within 18-months of <br />adoption/certification of <br />the Housing Element. <br />2. Develop informational materials on the County’s website <br />regarding the County’s lot consolidation incentives and density <br />bonus program. <br />Within 18-months of <br />adoption/certification of <br />the Housing Element. <br />3. Update the “Orange County Housing Opportunities Manual” and <br />will also create and distribute promotional materials explaining <br />the County’s expedited permit processing and incentives for <br />affordable housing to be provided to developers in the region. <br />Within one year of <br />adoption and certification <br />of the Housing Element. <br />4. Publish and review the Affordable Housing Rental List. Annually <br />5. Review the County Housing Authority’s participation in the <br />Housing Choice Voucher Section 8 Rental Assistance Program <br />and pursue additional vouchers/funding when available. <br />Annually <br />6. Work with applicants who propose for -rent residential projects to <br />encourage four-bedroom units for large families as part of the <br />proposed developments. <br />As proposals are received <br />(ongoing) <br />7. Meet with Developers and DPRC to identify potential constraints <br />to the development of affordable housing and housing for those <br />with special needs in the County’s zoning regulations. <br />Within one year of <br />adoption. Address within <br />six months. <br />Coordination with Affordable Housing Stakeholders through the <br />following actions: <br /> <br />8.
