<br /> <br />Orange County 158 25-29 Regional AFH <br /> <br />13. Coordinate with the Orange County Housing Authority (OCHA) in 2023 <br />to utilize the mobility counseling program. This OCHA program informs <br />Housing Choice Voucher holders about their residential options in <br />higher opportunity areas and provides holistic support to voucher <br />holders seeking to move to higher opportunity areas. <br />2023-2029 <br />14. Initiate a marketing program for homeowners on the benefits of ADUs <br />and the availability of funds to support development through the City's <br />Newsletter and posting of the ADU application checklist on the City <br />website, thereby expanding housing opportunities in areas traditionally <br />limited to single-family ownership. Promote and support the <br />development of ADUs and seek to issue permits for 16 units annually <br />throughout Brea. <br />Annually, starting <br />in 2022 <br />15. Adopt an Ordinance by 2022 to expand the housing supply in High <br />Resource single-family zones by allowing for lot splits and duplexes <br />under the parameters of SB 9. In coordination with research being <br />conducted at the State level, pursue opportunities to incentivize and <br />provide funding assistance for homeowners to provide affordable units <br />under SB 9. <br />2022-2025 <br />16. Require affordable developers receiving public funds to prepare an <br />affirmative marketing plan and encourage private developers with <br />affordable units in their projects to prepare an affirmative marketing <br />plan. The affirmative marketing plan shall ensure marketing materials <br />for new developments are designed to attract renters and buyers of <br />diverse demographics, including individuals of any race, ethnicity, sex, <br />handicap, and familial status. <br />Ongoing <br />Prevent displacement through the following actions: <br />17. Continue anti-displacement programs including limits on rent increases <br />and prohibiting evictions without just cause for tenants that have <br />resided in their units for more than 12 months; relocation assistance <br />where public funds are utilized; and replacement requirements when <br />affordable units are removed. <br />Ongoing <br />18. Assist mobile home park resident organizations interested in <br />purchasing their parks to access funds through the state HCD Mobile <br />Home Park Resident Ownership Program (MPROP).
