Provide fair housing education and information to apartment <br />managers and homeowners associations on why denial of <br />reasonable modifications/ accommodations is unlawful. <br />Ongoing <br />5. Promote development opportunities in the Urban Village Specific <br />Plan (UVSP) area, encouraging affordable housing development, <br />through the following actions: <br /> <br />a. Add promotional material re: UVSP housing opportunities on <br />the City’s website. <br />2023 <br />b. Meet with prospective developers to encourage <br />incorporating housing for multiple income levels. <br />Annual <br />c. Consider amending UVSP to incorporate inclusionary <br />housing requirements. <br />2024 <br />d. Provide regulatory incentives on a case-by-case basis <br />consistent with Chapter 9-72 of the Zoning Ordinance. <br />Ongoing <br />6. Preserve existing affordable housing through the following actions: <br />a. Cooperate with owners of existing affordable units to secure <br />appropriate federal funding necessary to maintain existing <br />affordability. <br />Annually <br />b. Enforce the Municipal Code and address matters related to <br />property maintenance that pose threat to public health, <br />safety, or welfare. <br />Ongoing <br />c. Develop informational materials to help educate property <br />owners on available funding programs to assist with <br />rehabilitation. <br />2023 <br />d. Notify the State Franchise Tax Board if substandard rental <br />housing is identified. <br />Ongoing <br />e. Work with Orange County Housing and Community Services <br />Department to receive rehabilitation loans and grants for low <br />and moderate-income homeowners and rental property <br />owners; Use CDBG funds as funding becomes available and <br />pursue other funding sources; <br />Ongoing <br />f. Prepare and distribute informational material advertising the <br />rehabilitation program <br />2024 <br />g. Continue to pursue the extension of affordability controls for <br />51 units that are set to expire in 2032; prepare a “Risk <br />Annually <br />EXHIBIT 6
