Laguna Woods <br />Issue: Segregation, Disparities in Access to Opportunity, and Disproportionate Housing Needs <br />Contributing Factors: <br />1. Lack of affordable housing. The availability and price of land represents a significant market <br />constraint to housing production in Laguna Woods, where there is very little residentially <br />designated vacant land. <br />2. Displacement risk for existing lower-income residents due to economic pressures/motivators <br />on property owners/managers <br />3. Limited access to opportunities for individuals with disabilities and other special needs due to <br />underimproved housing stock potentially resultant of financial or physical challenges. <br />Actions: Timeframe: <br />1. Conduct a market study and then amend the existing inclusionary housing <br />ordinance to modify the minimum percentages of new housing units that <br />must be deed-restricted for extremely low, very low, and low-income <br />households, as feasible and advantageous to promote the development of <br />affordable housing. <br /> <br />2. Investigate potential incentives for property owners to extend and/or expand <br />existing affordability covenants beyond the planned expiration date and/or <br />current number of housing units, with an emphasis on incentivizing (i) <br />affordability covenants for extremely low and very low-income housing units, <br />and (ii) affordability covenants that apply to housing units in a range of sizes. <br />If feasible and economical, adopt such incentives. <br /> <br />3. Adopt an ordinance waiving or reducing City building permit fees for <br />improvements to the home of a person at least 60 years of age with a <br />qualifying disability that are made to accommodate that disability, as <br />provided for by California Health and Safety Code Section 17951.7. Consider <br />including provisions allowing for similar building permit fee waivers or <br />reductions for improvements to the home of a person with a qualifying <br />disability that are made to accommodate that disability, regardless of age. <br />Prepare and maintain a flyer with related information. Conduct annual <br />outreach to nonprofit organizations known to provide medical or social <br />services to residents with disabilities. Conduct biennial outreach to residents <br />residing in Census Tracts 626.22 and 626.48 due to their comparatively lower <br />economic domain scores from the TCAC/HCD Opportunity Map. <br /> <br />4. Provide opportunities for reimbursements, grants, or other forms of financial <br />assistance to support home improvements that increase accessibility or <br />functionality for individuals with special needs. Conduct annual outreach to <br />nonprofit organizations known to provide medical or social services to <br />residents with special needs.
