<br /> <br />Orange County 180 25-29 Regional AFH <br /> <br />in Census Tracts 626.22 and 626.48 due to their comparatively lower economic <br />domain scores from the TCAC/HCD Opportunity Map. <br />5. Formalize a proactive code enforcement program that focuses on housing- <br />related rehabilitation needs, results in repairs, and seeks to mitigate potential <br />cost, displacement, and relocation impacts on residents. <br /> <br />6. Improve pedestrian accessibility on sidewalks, curb ramps, crosswalks, and <br />other public property connecting housing with transit stops, public buildings, <br />businesses, and educational institutions. Prioritize improvements based on <br />factors including: <br />a. The California Office of Environmental Health Hazard Assessment’s <br />California Communities Environmental Health Screening Tool <br />(“CalEnviroScreen”) scores for individual Census Tracts, with an <br />emphasis on undertaking improvements in and around Census Tract <br />626.47 due to its comparatively higher CalEnviroScreen score, as <br />feasible and economical; and <br />b. Education domain scores from the California Tax Credit Allocation <br />Committee (“TCAC”)/HCD Opportunity Map, with an emphasis on <br />undertaking improvements in and around Census Tract 626.22 due to <br />its comparatively lower scores, as feasible and economical. <br /> <br />7. Pursue partnerships and seek funding to provide Laguna Woods-based <br />housing mobility counseling services. If feasible and economical, implement <br />such services. <br /> <br />8. Adopt an ordinance waiving or reducing City building permit fees, or <br />providing other incentives, for housing projects that prepare and implement <br />an affirmative marketing plan designed to attract renters or buyers of diverse <br />demographics, including individuals of any race, color, religion, sex, <br />handicap, familial status, or national origin. Prioritize incentives based on <br />factors including racial concentrations from U.S. Census Bureau data <br />products, with an emphasis on avoiding the creation of geographically <br />discernable patterns of segregation or racially concentrated areas of poverty. <br /> <br />9. Prepare and maintain a webpage with information on housing mediation, <br />foreclosure assistance, tenant legal counseling services, and vocational <br />counseling services. Train City staff to make referrals using the webpage. <br /> <br />10. Pursue partnerships and seek funding to provide Laguna Woods-based <br />housing mediation, foreclosure assistance, and multilingual tenant legal <br />counseling services. If feasible and economical, implement such services. <br /> <br />11. Investigate potential hazard mitigation measures that would reduce or <br />eliminate the long-term risk of residential displacement as a result of future <br />disasters. If feasible and economical, implement such hazard mitigation <br />measures. Prioritize improvements based on factors including economic <br /> <br />EXHIBIT 6
