Los Alamitos <br />Issue: Disparities in Access to Opportunity and Disproportionate Housing Needs <br />Contributing Factors: <br />1. Lack of housing for special needs population. <br />2. Lack of knowledge of fair housing laws. <br />3. Local land use and zoning laws. <br />Actions: Timeframe: <br />1. Encourage development of housing for special needs populations <br />through the following actions: <br />a. The City shall encourage and facilitate development of housing <br />for families and large households, the elderly, farmworkers, <br />individuals experiencing homelessness and individuals with <br />disabilities, including physical and developmental disabilities. <br />b. The City will assist developers in identifying outside funding <br />sources and support efforts to pursue those opportunities— <br />either as group homes or in single family homes, when <br />appropriate and feasible. <br />c. The City will develop a menu to offer incentives such as density <br />bonuses, regulatory concessions, and expedited processing. <br />d. The City will develop and disseminate informational materials <br />annually to developers regarding the incentive program and <br />identified funding sources to potentially assist 5 special needs <br />residents annually through the planning period. <br />Establish incentive <br />program and <br />publish on City <br />website by June <br />30, 2023. <br />2. Increase fair housing knowledge and enforcement through the following <br />actions: <br />a. The City shall continue to provide referrals to the Fair Housing <br />Council of Orange County for fair housing services including <br />counseling services for tenant -landlord disputes and cases of <br />alleged discrimination. <br />b. The City shall continue to publicize fair housing and complaint <br />referral information at local community centers and in the <br />Recreation & Community Services Schedule of Classes. The City <br />will also provide information at City Hall and on the City’s <br />website. <br />c. The City shall work with government agencies (e.g., Fair Housing <br />Council of Orange County) and nonprofit groups (e.g., Habitat for <br />Humanity) on anti-discrimination during housing processes for <br />residents in protected classes, such as those with disabilities and <br />families with children. Advertise workshops and events held by <br />these organizations on anti-discrimination on the City’s email <br />newsletter and Housing Element webpage. <br />Ongoing <br />EXHIBIT 6
