Lack of affordable housing limits housing mobility <br />2. Limited participation in Housing Choice Voucher Program <br />3. Land use and development practices <br />4. Lack of fair housing knowledge and enforcement <br />Actions: Timeframe: <br />1. Disseminate information on the City’s website and conduct <br />community outreach meeting with local stakeholders and <br />affordable housing developers to promote affordable housing <br />development throughout the city and discuss other City- <br />incentives to create affordable housing. <br />Annually beginning in <br />August 2024. <br />2. Conduct marketing to increase participation in the Housing <br />Choice Voucher Program. <br />Ongoing <br />3. Collaborate with developers to develop a mechanism to develop <br />affordable housing in highest-opportunity areas. <br />Annually <br />4. Annually review existing policies and programs for potential <br />restrictive practices that would limit diversity within racially <br />concentrated areas of affluence (RCAAs). If restrictive practices <br />are identified, address prior to adoption of the new policies and <br />programs or within six months for existing policies and <br />programs. <br />Annually <br />5. Establish incentives for affordable developments (including <br />ADUs and JADUs) in RCAA and high opportunity areas. <br />By March 31, 2025 <br />6. Establish specific incentives for the development of affordable <br />units the RCAAs and high opportunity areas. <br />By June 2025 <br />7. Conduct Affirmative marketing to increase diversity within <br />RCAAs. This may include, but is not limited to, noticing of <br />affordable units/projects through direct mail targeted outreach <br />to lower income Census Tracts, publishing advertising materials <br />in multiple language, informing service agencies, outreach to <br />community organizations or places of worship. <br />Every 2 years, beginning in <br />August 2024. <br />8. Facilitate the development and/or legalization of over 84 ADUs <br />during the planning period by a variety of methods, including <br />but not limited to: <br />2021-2029 <br />EXHIBIT 6
