La Habra <br />Issue: Segregation <br />There are various neighborhoods considered to have high POC segregation, including <br />neighborhoods in the center of the city north of Guadalupe Park and between Idaho St to the west <br />and Sonora High School to the east. These neighborhoods are predominantly Hi spanic. Publicly <br />supported housing units are in the city’s center and north neighborhoods, which are all low- <br />medium or high POC segregation areas. <br />Contributing Factors: <br />1. Zoning Code regulations and land use controls that constrain/ restrict housing opportunities. <br />2. Historic limited available land for new development of multiple- family housing. <br />3. General lack of affordable housing for low-and moderate-income residents. <br />Actions: Timeframe: <br />Increase production of affordable housing through the following <br />actions: <br />1. Adopt streamlined ministerial approval process to expedite the <br />development of housing. <br />2. Revise density bonus ordinance and remove CUP requirement <br />to facilitate higher density housing. <br />3. Remove 1-acre minimum for mixed use projects and 20% <br />standard for multiple-family on a block. <br />4. Adopt objective design standards to facilitate multi -family and <br />mixed-use production. <br />5. Remove the CUP neighborhood compatibility finding in the <br />design review process. <br />6. Adjust story height and parking requirement to facilitate <br />multiple-family housing production. <br />7. Allow transitional, supportive housing, and low barrier <br />navigation centers in accordance with state law. <br />8. Allow residential care facilities req. by state law and remove <br />filing fee for reasonable acc. request. <br />Adopt 8 ordinances by <br />2024. By 2025, approval of <br />at least 2 multiple-family <br />residential projects and <br />permitting of at least 2 care <br />facilities. <br /> <br />EXHIBIT 6
