<br /> <br />Orange County 246 25-29 Regional AFH <br /> <br />Issue: Disparities in Access to Opportunities <br />Based on analysis of fair housing complaint data, individuals with disabilities disproportionately <br />experience discrimination in housing. <br />Contributing Factors: <br />1. Insufficient fair housing monitoring and limited outreach capacity <br />2. Lack of resources for fair housing agencies and organizations <br />3. Limited understanding of fair housing laws <br />Actions: Timeframe: <br />Improve fair housing education and outreach through the following <br />actions: <br /> <br />1. Direct fair housing inquiries to the Fair Housing Council of Orange <br />County (FHCOC). <br />Ongoing <br />2. Post and update information annually regarding fair housing and <br />request that FHCOC conduct a presentation every two years about the <br />services available. <br />Annually <br />3. In cooperation with the FHCOC, contact all low-income apartment <br />complexes annually to provide education and materials about the <br />Section 8 program, including multi- lingual materials. <br />By July 2025 and <br />annually thereafter <br />4. Publish and update fair housing information on the City website and <br />via social media annually. <br />Annually <br /> <br />Issue: Disproportionate Housing Needs <br />Housing cost burden is an issue for renters across Orange County, including in Laguna Niguel. <br />Contributing Factors: <br />1. Historical land use development patterns and zoning, environmental constraints, and lack of <br />vacant land limit opportunities for larger and higher density project types. <br />2. Current high cost of housing limits access to lower income households of all races/ethnicities. <br />3. Lack of affordable housing and need for greater access to opportunities. <br />4. Community resistance to development. <br />5. Regional coordination affects transit services, funding sources, and allocation of housing <br />resources including vouchers. <br />6. Age of housing stock. <br />7. Cost of repairs/rehabilitation. <br />Actions: Timeframe: <br />Encourage the development of ADUs and SB 9 units through the <br />following actions: <br /> <br />EXHIBIT 6
