San Clemente <br />Issue: Concentration, Disparities in Access to Opportunity, and Disproportionate Housing Needs <br />The majority of the city is considered an area of high White concentration, except for one Census <br />Tract encompassing neighborhoods north and east of Max Berg Plaza Park, which is classified as <br />low-medium concentration. There is a cluster of publicly supported housing units in this low - <br />medium concentration area. <br />Based on analysis of fair housing complaint data, individuals with disabilities may <br />disproportionately experience discrimination in housing. <br />Housing cost burden is an issue for renters across Orange County, including in San Clemente. <br />Contributing Factors: <br />1. Unaffordable rents and sales prices in a range of sizes, the l ocation and type of affordable <br />housing, and an overall shortage of subsidized housing units <br />2. Displacement of residents due to economic pressures <br />3. Cost of repairs or rehabilitation <br />4. Dominance of single-family housing, which is typically more expensive than multi-family <br />housing <br />5. Lack of fair housing education and outreach <br />Actions: Timeframe: <br />1. Annually promote equal access to fair housing information for <br />all residents. Expand outreach methods beyond traditional <br />media (newspaper or City website) to include other social <br />media platforms such as Facebook, Twitter, and Instagram. <br />Focus fair housing outreach efforts in the area along the <br />western side of Interstate 5 where racial/ethnic minorities and <br />LMI households are concentrated. <br />Annually, with the goal to <br />increase distribution of <br />information by 20% <br />between 2021-2029 <br />2. Continue to work under contract with the Fair Housing <br />Foundation (FHF) and/or other qualified fair housing service <br />providers to provide fair housing services for all segments of <br />the community. <br />Serve at least 50 <br />households each year. <br />Annually evaluate and <br />adjust the scope of services <br />to ensure the City address <br />any emerging trends in fair <br />housing issues. <br />3. In coordination with OCHA and fair housing services provider, <br />provide outreach and education to landlords and tenants <br />regarding the state’s new source of income protection (SB 329 <br />and SB 229) that recognizes public assistance such as Housing <br />Choice Vouchers (HCV) and Veterans Assistance Supportive <br />Housing (VASH) as legitimate source of income for rent <br />Conduct outreach and <br />education annually; <br />increase vouchers from <br />Orange County Housing <br />Authority by 10% between <br />2021-2029. <br />EXHIBIT 6
