Long-Term Solutions to Short-Term Rentals <br /> <br />2024-2025 Orange County Grand Jury Page 7 <br /> <br /> <br />Figure 1: A single residence may appear on multiple websites. <br /> <br />How Cities Manage STRs <br />In nearly every city, short-term rentals are regulated by ordinances that define operational rules, <br />establish fees for licensing and violations, and outline the appeals process. Often these rules <br />include disclosure to neighbors, a “Good Neighbor Policy” brochure for the renter, parking and <br />garbage policies, and quiet hours for the neighborhood. An emergency contact who would be <br />readily available to respond to a complaint is typically required. City ordinances may define who <br />can own and operate an STR. Cities may limit operation to the primary homeowner or renter, or <br />they may allow investors who own multiple STR properties. <br />The Grand Jury observed the following STR models: <br />Table 2: Models of short-term rentals <br />Hosted/Shared Housing Owner must be on the property/in <br />house <br />Primary Housing Rentals of an owner’s primary <br />residence are permitted <br />Unrestricted No restrictions on ownership (income- <br />producing property) <br /> <br />The Hosted/Shared model is when a homeowner or renter with an extra room rents it out for <br />fewer than thirty days. The host stays at the property during the guests’ stay, either in the house <br />or in an on-property Accessory Dwelling Unit (ADU). The Primary Housing model is when the <br />host rents out their principal home but is not present on the property.
