CEQA Class 32 Exemption – 400 W Warner Ave <br />April 7, 2025 <br />Page 6 of 10 <br /> <br /> <br />Noise <br />The Project’s Noise Assessment is presented as Attachment D to this Memorandum. According to Section 18- <br />314(e) of the city’s Municipal Code, noise sources associated with the construction, repair, remodeling, or grading <br />of any real property, provided said activities do not take place between the hours of 8:00 p.m. and 7:00 a.m. on <br />weekdays, including Saturday, or any time on Sunday or a federal holiday are exempt from the noise ordinance. <br />To evaluate whether the Project will generate potentially significant short-term noise levels at nearest receiver <br />locations, a construction-related daytime noise level threshold of 80 dBA Leq is used as a reasonable threshold to <br />assess the daytime construction noise level impacts. As presented in Table 7 of the Noise Assessment, construction <br />noise analysis shows that the nearest receiver locations will satisfy the reasonable daytime 80 dBA Leq significance <br />threshold during Project construction activities. As such, construction noise is considered less than significant at <br />all receiver locations. <br /> <br />Construction activity can result in varying degrees of ground vibration, depending on the equipment and methods <br />employed. As shown in Table 9 of the Noise Assessment, based on the maximum acceptable continuous vibration <br />threshold of 0.30 PPV (in/sec), typical Project construction vibration levels will fall below the thresholds at all the <br />noise-sensitive receiver locations. Therefore, the Project’s construction-related vibration impacts are considered <br />less than significant. <br /> <br />The Project-related exterior noise sources are expected to include roof-top air conditioning units, trash enclosure <br />activity, and parking lot vehicle movements. To demonstrate compliance with local noise regulations, the Project- <br />only operational noise levels were evaluated against exterior noise level thresholds based on the City of Santa Ana <br />exterior noise level standards at nearby noise-sensitive receiver locations. As shown in Table 4 of the Noise <br />Assessment, operational noise levels associated with the Project will not exceed the City of Santa Ana 55 dBA Leq <br />daytime or the 50 dBA Leq nighttime exterior noise level standards. Therefore, the stationary operational noise <br />impacts are considered less than significant at the nearby noise-sensitive receiver locations. <br /> <br />Based on the traffic counts for Warner Avenue and Birch Street, Warner Avenue has an AM peak hour traffic <br />volume of 2,073 and a P.M. peak-hour traffic volume of 2,293. The additional project related traffic would result <br />in a less than 1 dBA CNEL increase in traffic noise along Warner Avenue. Therefore, land uses adjacent to the study <br />area roadway segments would experience less than significant noise level impacts due to the Project-related <br />traffic noise levels. <br /> <br />Utilities and Public Services <br />The Project site is currently served by existing utilities and public services. The Project includes the retrofitting of <br />an existing industrial warehouse building into a soccer training facility and consists of interior and exterior <br />architectural renovations, including mechanical, electrical, and plumbing improvements. The Project would <br />implement all necessary on-site utility and storm water management infrastructure, consistent with City <br />requirements. Therefore, the site can be adequately served by all required utilities and public services. <br /> <br />B. Review Of Exceptions to The Categorical Exemption <br />CEQA Guidelines include exceptions to all exemptions. As codified in Guidelines Section 15300.2, a project that <br />would otherwise fit into an exemption must not be disqualified by the following sections: <br /> <br />
