HEMA No. 2024-01 – The Lacy-Murray House (501 W. 19th Street)
May 8, 2024
Page 6
4
1
6
8
5. Distinctive features, finishes, and construction techniques or examples of
craftsmanship that characterize a property shall be preserved.
The project complies with Standard No. 5. Distinctive materials, features, finishes,
and construction techniques or examples of craftsmanship that characterize the
property will be preserved. The majority of the project does not propose to remove
character-defining features or materials/finishes readily visible on the primary
(south and east) facades. Although the project includes the removal of an original
fixed picture window west of the main entrance on the primary (south) façade, it
will be replaced with a new wood window of the same dimensions and materials
as existing. The new window will be an awning style in order to comply with egress
requirements due to the interior remodel and new bedroom location. The altered
window is minimal and will not cause a substantial change to the historic property
as it will still resemble the original picture window. The family/laundry room addition
will require the removal of some original windows and one original door at the west
façade. Because those original features are not visible from the public right-of-way
and because a majority of character-defining-features will remain throughout the
historic property, the addition complies with Standard No. 5. The kitchen remodel
will also require the removal of three (3) original double-hung wood windows on
the main house, however one of the windows will be repurposed. Lastly, the master
bedroom addition will not remove any original building features as it will expand an
existing rear addition. Overall, the proposed project retains a majority of the
property’s character-defining features or materials/finishes.
6. Deteriorated historic features will be repaired rather than replaced. Where the
severity of deterioration requires replacement of a distinctive feature, the new
feature will match the old in design, color, texture, and, where possible, materials.
Replacement of missing features will be substantiated by documentary and
physical evidence.
Standard No. 6 does not apply as the proposed project does not deal with issues
of deterioration of existing materials or replacement of existing features.
7. Chemical or physical treatments, if appropriate, will be undertaken using the
gentlest means possible. Treatments that cause damage to historic materials will
not be used.
Standard No. 7 does not apply as the project will not involve chemical or physical
treatments on the building and will be in full compliance with the Standards.
8. Archeological resources will be protected and preserved in place. If such resources
must be disturbed, mitigation measures will be undertaken.

Historic Resources Commission 76 5/8/2024
