FREE RECORDING PURSUANT TO <br />GOVERNMENT CODE § 27383 <br />Resolution No. 2024-XX <br />Page 2 of 10 <br /> <br /> <br />hung, awning, and fixed configurations; minimally modify historic wood <br />window frames to accommodate the installation of the windows; remove <br />non-historic metal handrail on rear porch (west façade) and replace it with <br />a new wood handrail similar to existing historic handrails; and legalize the <br />rear porch enclosure. As part of the work, deteriorated and damaged siding, <br />trim, window surrounds, and other exterior elements, will be repaired or <br />replaced as necessary; any replacements will be made in -kind to match the <br />historical design and materials. <br />G. Pursuant to Santa Ana Municipal Code Section 30 -6, the Historic <br />Resources Commission held a duly noticed public hearing on November 7, <br />2024, for the request for exterior modifications to the Dinsmore House. <br />H. Since the property is deemed a historic structure, all exterior modifications <br />are required to meet the Secretary of Interior’s Standards for Rehabilitation. <br />1. The following Secretary of Interior’s Standards are applicable: <br />i. As conditioned, the project complies with Standard No. 1. <br />because it will maintain the property’s historical use as a <br />residence and will involve, at most, only a minimal loss of <br />historic fabric and no loss of character defining historic <br />features. The project principally involves the removal of non - <br />historical vinyl-sash windows and their replacement with <br />wood-sash windows consistent with the historical design and <br />materials of the building. Project work, such as the <br />modification of wood window surrounds to accommodate the <br />new windows and repair and restoration of trim, siding, and <br />fascia, may result in limited changes to or loss of distinctive <br />materials; however, such work is intended to remove historical <br />materials minimally and as a last resort and would introduce <br />new materials matched to the house’s historic fabric in cases <br />when replacements are necessary. The proposed metal back <br />porch handrail replacement involves the removal of non - <br />historic materials that are not characteristic of the house’s <br />historical significance. The project does not propose changes <br />to any spaces or spatial relationships characteristic of the <br />property’s historical significance. <br /> <br />ii. As conditioned, the project complies with Standard No. 2. <br />Project elements are designed generally to restore the historic <br />character of the subject property. That goal will be achieved <br />chiefly through the restoration of existing vinyl windows with <br />replacements consistent with the house’s historic Queen <br />Anne- and Greek Revival-style character. Installation of new <br />windows may involve a negligible loss of historic fabric due <br />the necessary modifications of some surrounds and would <br />serve the more pressing object of removing and replacing the <br />existing incompatible vinyl windows.
