18 <br />e. When the benefit to the state can be obtained within California. <br />5. The CDSS shall approve or deny the request for out-of-state travel within <br />thirty (30) calendar days of the receipt of the request. If the request is denied, <br />the contractor may appeal the decision in accordance with instructions <br />specified in the Section I, paragraph P, Resolution of Contract Administration <br />Disputes. <br />6. Out-of-state travel to states identified in California’s travel ban will not be <br />considered. Costs associated with traveling to banned states will not be <br />reimbursable. <br />G. Specific Items of Reimbursable Costs (WIC 10280; 5 CCR 18034) <br />Reimbursable costs include, but are not limited to, the following: <br />1. Start-up costs of child development agencies or facilities in an amount not to <br />exceed fifteen percent (15%) of the expansion or increase of each agency’s <br />total contract amount. <br />2. Close down costs for Migrant Programs as specified in WIC 10238. <br />3. Administrative costs, which includes indirect costs if applicable, shall not <br />exceed fifteen percent (15%) of net reimbursable program costs. <br />4. Employee compensation, including fringe benefits, and personal service <br />contracts. <br />5. Equipment and equipment replacement with prior CDSS approval i f required <br />in the Section VII, Facilities and Equipment. <br />6. Supplies purchased in accordance with procurement practices found in 2 <br />CFR Sections 200.317 to 200.326, including bidding requirements for micro- <br />purchases that exceed $10,000. <br />7. Improvement of sites and adjacent grounds to meet or continue to meet 22 <br />CCR Community Care Licensing Standards in accordance with Section VII, <br />paragraph C, Renovation and Repair. <br />8. Taxes, insurance, and maintenance for buildings and/or equipment. <br />9. Depreciation based on the useful life of an asset in accordance with the <br />Section VII, paragraph D, Depreciation Use Allowance. <br />10. A use allowance for buildings and improvements in accordance with the <br />Section VII, paragraph D, Depreciation Use Allowance.
