66 <br />California School Accounting Manual provides accounting policies and <br />procedures, as well as guidance in implementing those policies and procedures. <br />CalWORKs Cash Aid Recipient means an adult or minor teen parent who <br />receives cash aid from the county welfare department for the CalWORKs or Cal - <br />Learn program. (WIC 10370-10376.5) <br />Capital Outlay means the amount paid for the renovation and repair of child care <br />and development and preschool facilities to comply with state and local health <br />and safety standards, and the amount paid for the state purchase of relocatab le <br />child care and development and preschool facilities for lease to qualifying <br />contracting agencies. (WIC 10213.5) <br />Ceases Operation means the contractor does not provide subsidized services in <br />accordance with the contractor's program operating calendar submitted to and <br />approved by the Child Care and Development Division for the applicable contract <br />period. (5 CCR 18013(h)) <br />Center-based Programs means all programs providing services directly to <br />children at a licensed center or family childcare home and not through the use of <br />an alternative payment voucher. Types of center-based programs include <br />CCTR, CHAN, CMIG and CFCC. <br />Certified Schedule means the number of hours per day and/or week that a <br />family is approved to receive subsidized childcare and development services . <br />(5 CCR 18078) <br />Childcare Certificate means a certificate that may be a check, or other <br />disbursement issued by a grantee directly to a parent who may use such <br />certificate only as payment for childcare services or as a deposit for childcare <br />services if a deposit is required by the provider. Nothing in this part shall <br />preclude the use of such certificate for sectarian childcare services if freely <br />chosen by the parent. For the purposes of this part, a childcare certificate is <br />assistance to the parent, not assistance to the provider. (45 CFR Section 98.2) <br />Childcare and Development Programs means those programs which offer a <br />full range of services for children from infancy to (13) thirteen years of age, or <br />children with exceptional needs up to 21; for any part of the day, by a public or <br />private agency, in centers and family childcare homes. (WIC 10213.5(i)) <br />These programs include voucher-based programs, center-based programs and <br />resource and referral programs and specifically include the following: <br />a. General childcare and development. <br />b. Migrant childcare and development. <br />c. Resource and referral.
