67 <br />d. Childcare and development services for children with exceptional needs. <br />e. Family childcare home education network. <br />f. Voucher-based program. <br />Childcare and Development Services means those services designed to meet <br />a wide variety of needs of children and their families, while their parents or <br />guardians are working, in training, seeking employment, incapacitated, or in need <br />of respite. These services may include direct care and supervision, instructional <br />activities, resource and referral programs, and alternative payment <br />arrangements. (WIC 10213.5) <br />Childcare Provider means an adult or agency that provides childcare services <br />pursuant to the WIC 10270-10490 Childcare and Development Services Act. <br />(5 CCR 18400(b)) <br />Child Days of Enrollment for fiscal reporting purposes, means the total number <br />of days every child is certified to attend a center-based program, excluding <br />CFCC, regardless of attendance. <br />Child Development Fund means the restricted fund used by the contractor to <br />account for contract funds and related net reimbursable program costs. (WIC <br />10336; 5 CCR 18064) <br />Child Protective Services (CPS) means children receiving protective services <br />through the local county welfare department as well as children identified by a <br />legal, medical, social service agency or emergency shelter as abused, neglected, <br />or exploited or at risk of abuse, neglect, or exploitation. (5 CCR 18078(c)) <br />Children at risk of abuse, neglect, or exploitation refers to children who are <br />so identified in a written referral from a legal, medical, social services agency, or <br />emergency shelter. (WIC 10213.5(k)) <br />Children with Exceptional Needs means, as set forth in WIC 10213.5 either of <br />the following: <br />a. Children under three years of age who have been determined to be <br />eligible for early intervention services pursuant to the California Early <br />Intervention Services Act (Title 14 (commencing with Section 95000) of <br />the Government Code) and its implementing regulations. These children <br />include an infant or toddler with a developmental delay or established risk <br />condition, or who is at high risk of having a substantial developmental <br />disability, as defined in subdivision (a) of Section 95014 of the <br />Government Code. These children shall have active individualized family <br />service plans and shall be receiving early intervention services.
