73 <br />Income eligible or Ongoing income eligible means that a family’s adjusted <br />monthly income is at or below 85 percent of the state median income, adjusted <br />for family size. <br />Income fluctuation means income that varies due to: (5 CCR 18078(n)) <br />a. Migrant, agricultural, or seasonal work; <br />b. Inconsistent and/or unstable employment or self-employment resulting in <br />an inconsistent pattern of income; or <br />c. Intermittent, occasional, sporadic, or infrequent earnings or income, <br />including but not limited to bonuses, commissions, lottery winnings, <br />inheritance, back child support payment, overtime, or net proceeds from <br />the sale of real property or stock. <br />Indirect costs are general and administrative costs that benefit the operations of <br />the entire organization but cannot be identified to specific programs or activities . <br />Examples of indirect costs are described in the federal cost principles codified <br />under the Uniform Guidance (UG), 2 CFR, 200.414. (5 CCR 18013(m)) <br />Indirect cost allocation plan means a written approved justification and <br />rationale for assigning the relative share of indirect costs across more than one <br />program or contract. School districts and county offices of education shall use <br />the CDE approved rate if it is less than ten percent (10%). A Nonprofit’s Board of <br />Directors will approve the indirect cost allocation plan. (5 CCR 18013(n) and 2 <br />CFR 200.414) <br />Initial certification means the formal processes the contractor goes through to <br />collect information and documentation to determine that the family and/or child <br />meets the criteria for receipt of subsidized child care and development services <br />as specified in WIC Section 10271(a)(1)(A) and (a)(1)(B), respectively. The <br />dated signature of the contractor's authorized representative on an application for <br />services certifies that the criteria have been met and begins the period of <br />eligibility. (5 CCR 18078(j)) <br />Legally qualified professional means a person licensed under applicable laws <br />and regulations of the State of California to perform legal, medical, health or <br />social services for the general public. (5 CCR 18078(p)) <br />Licensed-exempt provider means an individual or organization that is not <br />required to be licensed, as specified in HSC 1596.792, or any other federal law <br />or regulation. <br />Licensed family childcare provider means a childcare provider who <br />participates in a state-funded early care and education program, as defined in <br />Section 10421, and is an individual who operates a family daycare home as
