Any member of the Association may receive time off <br /> for the welfare of officers, community service and <br /> any lawful activity of the Association with pay <br /> drawn from the bank described in Subsection A of <br /> this Section, provided that said employee first <br /> gains approval for said use by the executive board <br /> of the Association in the manner specified by its <br /> rules as adopted from time to time, and subject to <br /> the approval or disapproval of the Police Chief <br /> consistent with the operational needs of the Police <br /> Department . <br /> C. No withdrawal or use of such bank may be made by or <br /> on behalf of an employee ordered to take time off <br /> without pay for discipline imposed by the Police <br /> Chief or his designee . <br /> 8 . 16 Declaration of State of Emergency. Emergencies shall be <br /> governed by the provisions of Santa Ana Municipal Code <br /> Section 9-194 . <br /> 8 . 17 Compensation of Voluntary Contract Overtime . Exclusive of <br /> other provisions of this Article, except Section 8 . 7 (No <br /> Effect on Other Benefits) supra, Police Officers and <br /> Police Sergeants who voluntarily agree to perform <br /> contract security services at games, parades, dances and <br /> similar public events shall be compensated at the rate of <br /> one and one-half (1-1/2) times the employee' s regular <br /> rate of pay. <br /> The Police Chief shall determine how many off-duty police <br /> officers should serve as security officers at each event . <br /> Police Officers and Sergeants represented by the <br /> Association shall be given first opportunity to volunteer <br /> for said off-duty assignments . If, after a reasonable <br /> period of time, an insufficient number of police officers <br /> have volunteered to work such assignments, the Police <br /> Chief may offer the remaining "openings" to any person (s) <br /> he deems capable of performing the work at whatever <br /> straight-time pay rate the City considers to be <br /> appropriate . <br /> 29 <br />
