A property will be used as it was historically or be given a new use that requires <br />minimal changes to its distinctive materials, features, spaces, and spatial <br />relationships. <br /> <br />As conditioned, the project complies with Standard No. 1. because it will maintain <br />the property’s historical use as a residence. The project principally involves <br />constructing a second-story addition to augment the house’s living space. The <br />addition will partially alter the roof form of the building, but will maintain a majority <br />of the building’s character defining features including the stucco wall cladding , <br />original windows, bay window, chimneys, and gable vents. The pergolas on the <br />south and west facades and the deck on the west facades are minor features that <br />do not substantially change the property’s visual character and are, in any case, <br />concealed from public view. Further the main façade will remain unchanged. <br /> <br />Changes to the detached garage that are proposed for legalization have not <br />altered its function as a secondary space for utility and domestic purposes. The <br />removal of the parapet and substitution of horizontal wood plank siding should not <br />be considered substantial changes because it could not be determined <br />conclusively through stylistic analysis or the review of available visual <br />documentation—limited to Google street view imagery—whether the now- <br />removed parapet or previous combination of stucco and vertical plank siding was <br />original to the garage. The other alterations to be legalized, including the pergola <br />and accordion doors, are minor features concealed on secondary elevations <br />entirely outside public view. <br /> <br />2. The historic character of a property shall be retained and preserved. The removal <br />of historic materials or alteration of features and spaces that characterize a <br />property shall be avoided. <br /> <br />As conditioned, the project complies with Standard No. 2. Project elements are <br />designed generally to maintain the historic character of the subject property. The <br />main façade will remain unchanged, leaving the most important and highly visible <br />historic features of the property unchanged. The addition will alter the roof form of <br />the building, but will maintain the vast majority of the building’s character defining <br />features including the stucco wall cladding, original windows, bay window, <br />chimneys, and gable vents. <br /> <br />Furthermore, as noted above, the modifications to the garage proposed for <br />alteration do not involve materials or features that could be conclusively identified <br />as part of the property’s original construction. <br /> <br />3.
