FREE RECORDING PURSUANT TO <br />GOVERNMENT CODE § 27383 <br />Resolution No. 2025-XX <br />Page 4 of 10 <br /> <br /> <br />i. As conditioned, the project complies with Standard No. 1. <br />because it will maintain the property’s historical use as a <br />residence. The project principally involves constructing a <br />second-story addition to augment the house’s living space. <br />The addition will partially alter the roof form of the building, but <br />will maintain a majority of the building’s character defining <br />features including the stucco wall cladding, original windows, <br />bay window, chimneys, and gable vents. The pergolas on the <br />south and west facades and the deck on the west facades are <br />minor features that do not substantially change the property’s <br />visual character and are, in any case, concealed from public <br />view. Further the main façade will remain unchanged. <br /> <br />Changes to the detached garage that are proposed for <br />legalization have not altered its function as a secondary space <br />for utility and domestic purposes. The removal of the parapet <br />and substitution of horizontal wood plank siding should not be <br />considered substantial changes because it could not be <br />determined conclusively through stylistic analysis or the <br />review of available visual documentation—limited to Google <br />street view imagery—whether the now-removed parapet or <br />previous combination of stucco and vertical plank siding was <br />original to the garage. The other alterations to be legalized, <br />including the pergola and accordion doors, are minor features <br />concealed on secondary elevations entirely outside public <br />view. <br /> <br />ii. As conditioned, the project complies with Standard No. 2. <br />Project elements are designed generally to maintain the <br />historic character of the subject property. The main façade will <br />remain unchanged, leaving the most important and highly <br />visible historic features of the property unchanged. The <br />addition will alter the roof form of the building, but will maintain <br />the vast majority of the building’s character defining features <br />including the stucco wall cladding, original windows, bay <br />window, chimneys, and gable vents. <br /> <br />Furthermore, as noted above, the modifications to the garage <br />proposed for alteration do not involve materials or features <br />that could be conclusively identified as part of the property’s <br />original construction. <br /> <br />iii. The project complies with Standard No. 3 because the <br />proposed changes will not create a false sense of historical <br />development. The new and replacement windows have been <br />selected to complement the historic window design on the <br /> <br />Historic Resources Commission 238 9/23/2025 <br />
