NPS Form 10-900-a OMB Control No.
1024-0018

United States Department of the Interior Put Here
National Park Service

National Register of Historic Places
Continuation Sheet

Section 7 page 8

Section 7 page 8

Floral Park Historic District
Name of Property
Orange, CA
County and State

Name of multiple listing (if applicable)
Other Resources:

Sarah Mae Downie Park and Community Garden, located on the western border of Floral
Historic District at the intersection of N. Flower St. Riverside Drive, N. North Park Blvd., and
Riviera Drive. This small triangular-shaped lot is a community waypoint and meeting place for
Floral Park residents as well as walkers from the adjacent neighborhoods. Sarah Mae Downie
(1891-1954) was a resident of Santa Ana; her husband was an investment banker and both of
their children graduated from Santa Ana Junior College. She was very civically active and
involved in many of the women’s clubs in the county, particularly Ebell. Immediately following
her death, the idea of a park was proposed by another civically minded woman of society,
Adeline Cochems Walker, (1904-1985), who was president of the local flower club, as well as
the local representative of the California State Flower Club. Mrs. Walker would later become the
founder of the Santa Ana Historic Preservation Society. Given the size of the lot, its location, and
the legacy of the women in involved in its creation, it is hypothesized that this 0.13-acre park
was created under the auspices of the Santa Ana Flower Club, under the leadership of Mrs.
Walker in honor of her friend. Between the years 1947 and 1952. This is corroborated by aerial
photography. It is important to note that neither of these women lived in Floral Park proper or
what was then, North Broadway Park. Today, the park features many curated native plants, trees,
herbs, and is a certified butterfly sanctuary, as of June 18, 2021. The beautification committee of
Floral Park Historic District also prides itself on the fact that the park utilizes absolutely 0
pesticides and / or weed killers, making this park 100% toxin-free.

[Jack Fisher Park, located north of Santiago Creek, is outside the boundaries of Floral Park
Historic District.]

Architectural Descriptions of Buildings:
The following descriptions are organized by street name first, then by the street number
corresponding to the table of properties attached to this document. Buildings are described in
terms of their date of construction, type, architectural style, basic form, cladding material,
details, and roof type, features, and materials. Related features are noted. If a building has been
altered, alterations are designated. Buildings with some alterations are still classified as
contributors, while buildings with significant alterations to character-defining features that have
endured a significant loss of integrity are classified as non-contributors even if their basic
dimensions are unchanged. Buildings constructed after the end of the period of significance are
classified as non-contributors. Alterations were identified through building permit records as
well as field observations. Where known, original architects and builders and owners are noted.

Historic Resources Commission 257 9/23/2025
