ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street and Memory Lane Intersection Improvements - Project No. 1 -E883 <br />i) Expose people or sft7wtures to a sign fcani risk of loss, injury or death involvft floodWg, <br />including flooding as a result of the failure of a levee or dove ? <br />The proposed Project does not involve the construction of new habitable structures or people at the Project site, <br />Therefore, the Project would not expose people or habitable structures to a significant flooding risk beyond that <br />which already exists. Impacts would not be greater than previously analyzed in the 1990 FEISIEIR.. <br />Certified 1990 FEISJEIR Mitigation Measures: No 1990 FEISlEIR mitigation measures are applicable <br />Mitigation Measures: No additional mitigation measures are required. <br />j} Iruandadion by sewhe, tsunami, or mudflow? <br />The Project site is located approximately 15 miles inland from the Pacific Ocean; therefore, the likelihood of <br />tsunami impacting the site is minimal. The Project site and vicinity are highly urbanized and there are no nearby <br />water bodies or unusual slopes or geologic features in the area. No impacts involving seiche, tsunami, or mudflow <br />are anticipated. Impacts would not be greater than previously analyzed in the 1990 FEISIEIR. <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISMIR mitigation measures are applicable <br />Mitigation Measure: No additional mitigation measures are required <br />3.10 LAND USE AND PLANNING <br />This section corresponds with the 1990 FEISIEIR, Section IV, Environmental Consequences and Mitigation <br />Measures, Subsection A, Iandform Ab6fif cation. <br />Would the project: <br />a) Physically divide art established community? <br />The proposed Project involves the widening of the intersection of Bristol Street and Memory Lane; the proposed <br />Project would not divide an established community. Although the proposed widening of Bristol Street within the <br />Project limits wouId result in partial acquisition of existing properties, the Project would not create a physical barrier <br />to, or separate, a community. Impacts would not be greater than that previously analyzed in the 1990 FEISIEIR. <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISMIR mitigation measures are applicable <br />Mitigation Measures: No additional mitigation measures are required. <br />b) Conflict wmdt arty applicable land ire plait, policy, or regulation of an agency with jurisdiction over <br />the project (including, but not limited to the general plum, spec}rc plait, local coastal program, or <br />Z onmg ordinance) adoptedfor the purpose of avoiding or mitigating an environmental effect? <br />According to the City gfSantaAna General Plan (General Plan), the Project area is designated General Commercial <br />(GC) and Low Density Residential (LDR-7). The zoning designation of properties within the Project area are <br />Specific Development (SD27) which is developed as the Portofino Apartments and Community Commercial (Cl) <br />which allows for retail and service uses.. The proposed Project would not result in changes to the land use <br />designation ofthe acquired parcels. The proposed Project is in compliance with the existing designations and would <br />not create a new conflict. It is acknowledged that due to Building setback requirements, the Project would require <br />approval from the City Manager for landscape strip Exceptions for building setbacks per Municipal Code Section <br />41-781, With City Manager approval, the Project would be consistent with the Municipal Code requirements. No <br />significant impacts would result and impacts would lie similar to those identified in the 1990 FEISIEIR. <br />Final I December 2017 3-19 Environmental Consequences <br />
